August 5, 2015 in the Federal list of extremist materials according to the decision of the Tazovsky District Court of the Yamalo-Nenets Autonomous district dated March 30, 2015 under paragraph 2940 was included article "The Rise and Fall of Al-Qaeda: The History and Perspectives of Jihadism".
This article was written by a former Russian nationalist, and now leader of the National Organization of Russian Muslims (NORM) Harun (Vadim) Sidorov and published on his personal website.
We had the opportunity to familiarize ourselves with Sidorov's article and did not found in it no inflammatory appeals or any justification for violent actions. Although in in general, in the activities of NORM, justification and poeticization are ideologically motivated violence met more than once, in the material written in emphatically neutral manner, describes in detail the situation that led to the occurrence, the rise and fall of al-Qaeda, and concludes that the strategy of creating network of supranational Islamic centers.
In our opinion, the article was recognized as extremist and unlawfully included in the Federal List of Extremist Materials.
