Nevertheless, the meaning of this document is that it is a tool.
Alexander Podrabinek: Although the concept is only advisory in nature, historians and human rights activists are inspired. As part of perpetuating the memory of the victims of political repressions, it is supposed to create museum-memorial complexes and thematic exhibitions on the history of political repressions, develop textbooks and educational programs, create databases, publish book-journal and audiovisual products, implement a number of scientific research, hold conferences, seminars, etc.
However, all this is still in words, in programs and concepts. In real life, everything is different.

On the one hand, it is remarkable that this program appeared because for the first time in 25 years after the rehabilitation law, one of the rulers is not in a private statement, and the government says that terror is bad in the official state document. Here I recall the Medvedev "Freedom is better than not free." So, here it is said that terror is bad, without a memory of terror you will not build a legal state and so on. This is very important and very good, but this is not the document that someone is obliged to fulfill. I do not think that with the advent of this document, something will change directly, most likely, officials will not notice it more or less.
The meaning of the document, it seems to me, is not this. If society is active, it can become a certain tool in the hands of society. Now you can come with this document and say: here we have a place of mass executions, a place of burials, let us have excavations there, or spend excavations there, enclose, and let's somehow memorialize this place, install a memorial plaque or a tablet in honor of some kind of victim, let's make a memory book. Usually the governors say: why is I obliged to do, where is it said that we should do this? According to conscience, the governor, too, may not mind, but it is not said about it anywhere. And here it is said that the state refers to this kind of activity.
I hope this document will be used by local active people.

К сожалению, рост политических репрессий свидетельствует о том, что магистральный путь ею уже выбран. Количество судебных политических дел с каждым годом отнюдь не уменьшается.
Сергей Давидис: Есть тенденция нарастания количества политзаключенных. Осенью 2013 года их было под 80 человек. Это было связано с тем, что сразу 30 человек – это был экипаж лайнера Arctic Sunrise , которые очевидно являлись политзаключенными. Потом была амнистия, был ряд помилований, условно-досрочное освобождение – это коснулось и этого экипажа, и Pussy Riot, и Ходорковского с Лебедевым, и ряда других лиц. По многим делам обвинения настолько абсурдны… Например, дело Константина Янкаускаса , дело об "электронных кошельках ", калининградское дело о флаге , когда Фонарев, Фельдман и Савин просидели год с лишним в следственном изоляторе за вывешивание немецкого флага. Дать этим людям реальный срок затруднительно, в то же время и оправдать невозможно. Поэтому, когда истекает максимальный срок содержания под стражей, их отпускают из-под стражи или из-под ареста, как это было с Янкаускасом, или присуждают по итогам суда к уже отбытому, как это было в калининградском деле, и таких случаев тоже некоторое количество есть, эти люди выбывают из числа политзаключенных, но все время появляются новые. В общем, статистическая тенденция – все же к увеличению их числа.

Арсений Рогинский: Тут, несмотря на ее обедненность, вялость, пропуски, отсутствие того, того и того, все равно первый вопрос: как это вообще увязывается с тем, что происходит в стране? Можно сказать – никак не вяжется. А я хочу сказать, что вяжется. Прежде всего, нам не дано понять, что в головах у тех людей, которые нами правят. Нам кажется, что не вяжется, а у них это вполне может соединяться в одну единую, цельную картинку. Я думаю, что это скорее некоторый намек в сторону общественности: не такие уж мы злодеи. Замечательно, что в этой концепии нет слова "сталинские репрессии", она явно распространяется на весь период советской власти. Несмотря на все это, здесь какая-то точка соприкосновения: вроде как массовых репрессий, такого террора никто не хочет, а память жертв надо чтить. Они могут видеть за этим наше единение в том, что мы вместе ставим свечки, мы можем видеть в этом какую-то возможность активной работы в сфере памяти, без понимания которой, я совершенно уверен, никакого будущего, хотя бы средненького, у нас не получится.
