Moscow State University and Fake dissertations: current report
According to Dmitry Medvedev , the government introduced a law to the State Duma by which Moscow and St. Petersburg State Universities receive the right to award their own accounting of candidates and doctors of sciences from September 1, 2016 [ 1 ]. In this regard, Andrei Zazakin asks a natural question: whether the dissertation councils of the two oldest universities will cope with a new task - to function without control by the Higher Attestation Commission . The Ministry of Education and Science was concerned about the situation with the dissertation councils at Moscow State University back in 2013, closing the infamous dissertation on history 501.001.98. And a few days ago, the dissertation received news from the ES Higher School of History: three graduates of this council - M.V. Zagoruyko, Yu. G. Kuraev and D. A. Nevzorov were recommended for the imprisonment of the scientific degree.
We cannot but rejoice also that the leadership of Moscow State University has become actively working to improve the situation with dissertation tips. The order of September 25 on the dispersal of the Council 501.001.03 on sociology was a good sign [5]. This council was in order to be the eyes of our eyes: at least thirty linden dissertations are protected in it [6], however, the local leadership stubbornly refuses to recognize its contribution to the destruction of the reputation of the Moscow State University through participation in the dumping industry. So, in May of this year, three statements were received for consideration by the deprivation of academic degrees defended in this council - and all three dissertations were written off almost from the first to the last word [7]. But not only did the Council did not find plagiarism in two of these works (only the dissertation of the Chinese citizen He Hae Zopin was recognized as a poor quality; the texts of some D. N. Romanov and O. A. Filippov were not less written off from other people's work, they were recognized as “original labors”), he also managed, in violation of the provisions on academic degrees, not to send the applicants to the applicants of the invitation to meetings. Fortunately, the expert council of the Higher Attestation Commission noticed this disgrace and sent applications for the deprivation of a degree for a new consideration, but we sent a complaint to the rector of the Moscow State University to the activities of the Council 501.001.03. The rector of Moscow State University turned to the Higher Attestation Commission with a request to close the scandalous advice, which happened.
It is very good that the Social Factory of Nerunda retired where the advice of 501.001.12 in the economy [8], on the conscience of at least nineteen defense on written off dissertations, went. It is even better that the leadership of the Moscow State University took place for cleansing the walls of the university. However, this purification should follow much further.
The social faculty is “glorious” not only by sociological, but also by economic sciences. Among those operating as of September 1, 2015 is a scandalous council for economic sciences 501.002.03 [10]. It defended at least six written dissertations: I.F. Geluta (2002), K.V. Gradoboev (2004), D. A. Efremenko (2004), E. A. Morozova (2009), Yu. D. Pasternak (2007; dissertation is a re -protected work of the gel), Minister of the Government of Moscow S.E. Cheremin (2003; almost the entire dissertation; written off from the book of Bandurin, Rachich and Chatich in 1999). Professors who awarded false degrees continue to work at Moscow State University. We believe that the reputation costs of such a situation go beyond all possible frames. The council must be dissolved, and in relation to the persons who gave the same work in this council, an official investigation must be conducted.
No less egregious is the continuation of the existence of the Council 501.001.13 in jurisprudence. At one time, in this council, a certain L. A. Plotnikova defended as her dissertation [11] the work of the former head of the legal department of the Higher Attestation Commission of Svetlana Narutto, protected a year earlier. Dissernet is convinced that the Council of 501.001.47 in political science should close. In it, we have five tightened dissertation works, including the work of L.V. Shuvalova [12]; An application for deprivation of a degree will follow in the very near future. A similar fate, in our opinion, should be comprehended by the Council 501.001.18 in the economy. One academic degree awarded by this advice (D. M. Kalantarov, 2011 [13]; the dissertation is an exact copy of the work of Marina Safokhina in 2007, protected in the same council), the Higher Attestation Commission has already been revoked. The council, in which the completely identical dissertation was protected twice, has no right to exist: either there was a custom -made protection, or egregious incompetence; Both should be the reason for the rector to file a request for the dissolution of the Council in connection with the damage to the university’s reputation.
In the St. Petersburg University, fake dissertations are smeared with a thiner layer, mainly one or two per dissolgue. We plan to devote a separate publication to them.
In conclusion, we note that the struggle with the fake factories cannot limit himself to closing the dissertations. Plagiarism has surnames, names and patronymic, and not just the number of advice. Obviously, dissurves should bear reputation, and where necessary - disciplinary responsibility. And it is already clear that no “scientific degrees of Moscow State University” will be perceived seriously, while explicit plagiators are listed as professors, or even the heads of structural units, and scientific advice covers them [14–15].
