In the Rostov region, the case of Imam Nail Bikmaev was closed. The prosecutor's office apologized for the " unreasonable criminal prosecution ."

On November 5, 2015, it became known about the termination of the criminal case under Part 1 of Art. 282 of the Criminal Code of the Russian Federation (inciting hatred or enmity), initiated in 2013 against Nail Bikmaev , the imam of the Rostov Cathedral Mosque of the Central Spiritual Administration of Muslims of the Rostov Region.

The prosecutor's office of the Rostov region and the prosecutor's office of the Voroshilovsky district of Rostov apologized in writing to N. Bikmaev for " unreasonable bringing to criminal responsibility ."

Recall, according to investigators, during the sermons delivered in the cathedral mosque in the period from April 2011 to March 2012, the imam “ made public statements aimed at inciting hatred or enmity, as well as to humiliate the dignity of a person or a group of persons on the grounds of sex , race, nationality, language, origin, attitude to religion, as well as belonging to any social group " (in particular, " when commenting on the surah of the Koran " Al-Kafirun" [sura 109 "Infidels" - ed .] did statement containing negative assessments of Jews and Christians "). During the search, the books “Gardens of the Righteous” and “The Muslim Fortress” were confiscated from N. Bikmaev.

A repeated examination conducted by the FSB Criminalistics Institute showed that " the phrases of the sermon, taking into account the context, do not aim to cause enmity or hatred towards representatives of confessions ."
