State Duma Committee on Affairs public and religious organizations November 10 recommended to approve in the second reading a bill that changes the rules of control over religious organizations with from the Ministry of Justice, as well as financial reporting rules for religious organizations receiving foreign funding and not receiving. Bill should be considered by the State Duma in the second reading on November 20. Now the situation is this: if a religious organization receives less than 3 million rubles from internal sources, it does not report to the Ministry of Justice in general, if more, then reports. If the organization receives any amount from external sources, at least $ 100, then it is mandatory reports even at the minimum ruble sum of receipts. Government proposed a law that separates organizations receiving foreign funding and not receiving. If an organization does not receive money from abroad, then it reports only to the tax, and does not report to the Ministry of Justice, no matter what I did not receive the amount, the amount is not limited. If she does not inform the Ministry of Justice about availability of foreign funding, then by default it is considered that money due to boundary does not arrive. If she does, she must report it. The Ministry of Justice, and separate reporting is underway - on money that came from abroad and not from abroad. The Ministry of Justice thus has the ability to control financial and economic activities of religious organizations.
