The activity of the file sharing service "SHARA" is prohibited.
On November 12, 2015, the Leninsky District Court of Vladivostok banned activities for the operation and maintenance of the local file-sharing network and hardware-software complex "SHARA".
Thus, the claim of the regional prosecutor's office against S25RU LLC was satisfied – to the owner of the file-sharing network, OctopusNet LLC, PortTelecom LLC and another local entrepreneur. The prosecutor's office pointed to "systematic facts of distribution in this file-sharing network prohibited by law information, including child pornography, extremist materials, information that can be used to make explosives and explosive devices, potentially endangering safety and could lead to causing harm to persons using the services of a file-sharing network".
S25RU intends to appeal against the court's decision. Representatives of the company indicated that the responsibility of the owner of the file-sharing network is not includes content filtering, responsibility for posting prohibited materials lies with the users, however, "S25RU" on its own initiative has installed a filter "which does not allow prohibited information" and thus prevents a potential problem.
Note that the administration of file-sharing networks may introduce rules for users, but is hardly able to effectively track content in real time by examining the contents of each file. Besides, close the file sharing service for violations committed by individual users, strange: the same unscrupulous users will easily take advantage of other similar portals.
On March 22, 2016, the Judicial Collegium for Civil Cases of the Primorsky Regional Court confirmed the decision of the Leninsky District Court of Vladivostok, and thus the ban on the SHARA file hosting service came into force.
