Activist of the IGPR "ZOV" Barabash was searched

On December 16, 2015, as part of the case of re-establishing the banned “Army of the People’s Will,” a search was conducted at the home of IGPR “ZOV” activist Kirill Barabash.

On December 16, 2015, law enforcement officers conducted a search in the apartment of Kirill Barabash, an activist of the Initiative Group for a Referendum “For Responsible Power” (IGPR “ZOV”). According to the initiative group, as a result of the search, a stack of Barabash’s work papers was seized. Investigative actions were carried out within the framework of the case of Yuri Mukhin, Alexander Sokolov and Valery Parfenov, who are accused under Part 1 of Art. 282.2 of the Criminal Code (organization of the activities of an extremist organization), indicated in the message.

The former leader of the banned People's Will Army (AVN) and editor-in-chief of the newspaper "Duel" Mukhin, journalist Sokolov and Parfenov were arrested in June 2015 (Mukhin was released under house arrest in August). Theyare accused of re-establishing the AVN under a new name, but with the same goals and objectives - to create initiative groups to hold a referendum " to amend the Constitution of the Russian Federation on the responsibility of the highest authorities to the people " and to promote the idea of " adopting a law" on assessing the activities of the President and members of the Federal Assembly of the Russian Federation by the people of Russia , "while realizing that the true goal is to ' shaken' the political situation in the Russian Federation towards instability, as well as a change in the existing government through illegal means ." The Memorial Human Rights Center recognized Mukhin, Sokolov and Parfenov as political prisoners in November

In October 2015, Barabash was sentenced under Art. 282 of the Criminal Code (inciting hatred against a social group of government officials and humiliating law enforcement officers) for public statements made in 2013. We do not consider government officials or law enforcement agencies to be vulnerable groups requiring protection in the form of Art. 282 of the Criminal Code, however, in Barabash’s statements one could detect the composition of Art. 280 (public calls for extremist activities) because he called for violence against officials and law enforcement officials.

Our point of view is that the ban on AVN, an organization of Stalinist-nationalist leanings, repeatedly seen in xenophobic propaganda, was unlawful, since the decision to recognize the movement as extremist was based only on the ban on the leaflet “You have chosen - you judge!”, which we believe to be unfounded .
