On November 2, 2015, the Zasviyazhsky District Court of Ulyanovsk fined a local resident I. Zudilin under Part 1 of Art. 20.3 of the Code of Administrative Offenses (propaganda or public display of Nazi paraphernalia or symbols). The fine amounted to 1 thousand rubles. According to the case file, Zudilin drew a swastika on several entrances to his house. In court, the defendant said that "drug addicts often gather in the entrances of his house ... and he " tried to scare them away with a swastika , "because " drug addicts are afraid of skinheads who beat them .
