In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided all Russian schools with licensed software packages, which include a content filtering program for Internet access. As it turned out, this program does not cope with the task, which was found out as a result of prosecutorial checks throughout the country. It is quite obvious that the fault for the fact that schoolchildren, despite access filters, have the opportunity to visit neo-Nazi and other inappropriate sites from school computers, lies not only with schools that do not update software with the necessary regularity, but also with the Ministry of Education and Science, which has installed an insufficiently effective product. Note that not all items of the Federal List of Extremist Materials are designed in such a way that they can be used as a guide to action (sometimes, when it comes to a website, its address may not be displayed completely or even completely absent, and the titles of books and articles are given no output).
In addition, we cannot fail to note that the very idea of fighting extremism in schools with the help of filters seems wrong to us. Firstly, any filter can be bypassed if desired, and secondly, it is in principle impossible to compile an exhaustive list of addresses and keywords.
However, prosecutors everywhere and regularly punish local officials and school leaders for this. We believe that the Ministry of Education and Science should be responsible for the imperfection of the content filtering system, and the negligence of the leadership of schools that do not update the program is a problem of labor discipline rather than law enforcement. Similarly, we treat the claims of prosecutors to the leadership of educational institutions regarding access to resources from the Unified Register of Prohibited Sites - in cases where it is known that a school or university is trying to stop this access.
We have combined such cases into a single list, the first part of which covers the period from December 2009 to June 2011, the second part - from July 2011 to June 2012, the third part - from June 2012 to November 2013, the fourth part - from November 2013 to the end of 2014, and a fifth from January to December 2015. On December 23, 2016, the prosecutor's office of the Republic of Kalmykia reported that the prosecutor's office of the Oktyabrsky district had filed a motion to eliminate violations of the law against the director of the Bolshetsarynskaya secondary school No. M. V. Khoninova. During the audit, it was found that the content filtering system that worked at the school could not fully protect children from harmful information. In particular, the content filter did not block the display in the Yandex search engine of links to materials recognized as extremist by the Artemovsky City Court of Primorsky Krai on August 26, 2015, when searching by their names.
On December 19, 2016, the prosecutor’s office of the Novgorod region reported that in the Batetsky district, the prosecutor made a submission to the chairman of the education committee of the administration of the municipal district after it turned out during the audit that “due to the lack of proper content filtering” from computers in the secondary school of the village Batetsky, it was possible to access sites with extremist materials, as well as pornography. It is not entirely clear from the prosecutor's report whether content filters were installed on the computers, however, we proceed from the fact that otherwise the department would have clearly indicated their absence.
On December 2, 2016, the prosecutor's office of the Republic of Tyva reported that in the Pii-Khemsky district, violations of the information security of students of secondary school No. 2 and an open comprehensive school in the city of Turan were revealed. Computers in the computer science lab at School No. 2 were connected to the Internet using the SkyDNS content filtering system, but it proved to be ineffective: children could access information included in the Federal List of Extremist Materials. Similar violations were revealed during the inspection of the open comprehensive school in Turan. The prosecutor's office made submissions to the directors of both schools.
On November 22, 2016, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of the city of Plast, during the audit, found that in the local school No. 20 and in the Kopeysk Polytechnic College named after. With V. Khokhryakov, students had free access to extremist materials on the Internet. Representations were made to the heads of educational institutions. On November 16, 2016, the North-Western Transport Prosecutor's Office reported that in the course of checking compliance with the legislation on countering extremism, the Volkhovstroy Transport Prosecutor's Office discovered that in the Technical School of Water Transport (Shlisselburg, Leningrad Region), it was possible to freely access sites with extremist materials from classroom computers . The director of the technical school made a presentation. On November 15, 2016, the prosecutor's office of the Saratov region reported that during an audit, the prosecutor's office of the Sovetsky district of the region found that content filters in a secondary school in the village of Novokrivovka did not provide protection from students' free access to sites containing extremist information. A submission was made to the principal of the school, as a result of which a reprimand was announced to the official.
On November 3, 2016, the prosecutor's office of the Republic of Mari El reported that during the year the prosecutor's office of the Yurkinsky district revealed a number of violations of anti-extremist legislation. In particular, the department found that in Yurkinskaya secondary school, students could access sites on the Internet with harmful information. The district prosecutor sent a statement of claim to the court on the obligation of the educational organization to ensure the proper operation of the content filtration system, the application was considered and satisfied.
On October 25, 2016, the prosecutor's office of North Ossetia reported that an inspection was carried out in the schools of the Pravoberezhny district, together with the center for countering extremism of the republican department of the Ministry of Internal Affairs. During the audit, it was found that the content filtering systems installed in three schools do not restrict access to sites harmful to children, including resources with extremist materials. The prosecutor made submissions to the head of the administration of local self-government of the district and heads of educational institutions.
On October 7, 2016, the North-Western Transport Prosecutor's Office reported that the Arkhangelsk Transport Prosecutor's Office had made a submission to the director of the Arctic Marine Institute named after V.I. V. I. Voronin (branch of the State University of the Sea and River Fleet named after Admiral S. O. Makarov). During the audit, it was found that the content filtering system installed at the university allowed access to materials recognized as extremist. On October 4, 2016, the prosecutor's office of the Voronezh region reported that in the Zheleznodorozhny district of Voronezh, computers in the computer science rooms of schools Nos. 100, 68, 56 were not equipped with an " effective content filtering system ". As a result, it was possible to obtain information from them about the places where drugs were purchased, and in schools Nos. 100 and 56, one could also find the text of a banned book by Adolf Hitler. On August 16, 2016, the prosecutor's office of the Republic of Sakha (Yakutia) reported that the magistrate of court district No. 63 of Yakutsk fined the director of the Yakutsk Technological College of Service for 5 thousand rubles, finding her guilty of an offense under Part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the established requirements for the distribution among children of information products containing information that is harmful to their health and (or) development). Administrative proceedings were initiated on July 14, 2016 based on the materials of the inspection of the prosecutor's office and the Yakut Center for Combating Extremism of the Ministry of Internal Affairs. It was found that the content filters installed on the computers of the technical school do not exclude access to extremist materials.
On August 2, 2016, the prosecutor's office of the Republic of Altai reported that the prosecutor's office of the Ongudaysky district revealed violations of anti-extremist legislation in Boochinskaya, Kupchegenskaya, Nizhne-Taldinskaya and Tuekta secondary schools. Despite the fact that content filters were installed on the school computers, they could access sites with information about drug use and materials with extremist content. Representations were made to the directors of four schools. Based on the results of their consideration, an updated content filtering system was installed in educational institutions, and four officials were brought to disciplinary responsibility.
On August 2, 2016, the prosecutor’s office of the Novgorod region reported that the prosecutor’s office of the Marevsky district during an audit found that content filters in the Marevsky secondary school and its branch in the village of Sedlovshchina did not exclude access to websites of an extremist orientation, as well as to information about how to make “Molotov cocktails” ". On July 15, 2016, the North-Western Transport Prosecutor's Office reported that the Vologda Transport Prosecutor's Office revealed violations of anti-extremist legislation in the Veliko-Ustyug branch of the Moscow State Academy of Water Transport (Veliky Ustyug River School) and the Vologda College of Railway Transport - a branch of the St. Emperor Alexander I. On June 10, 2016, it became known that the prosecutor's office of the Rivne district of the Saratov region established during an audit that the content filter installed in the secondary school in the village of Kochetnoye does not fully prevent children from accessing harmful information. From school computers it was possible to go, in particular, to sites with texts and videos of an extremist nature. On June 8, 2016, the prosecutor's office of the Yamalo-Nenets Autonomous Okrug reported that the prosecutor's office of Novy Urengoy in May 2016, during an audit, found that schools No. 5, 9 and 12 did not ensure the operation of the content filtering system.
