Murmansk: administrative case against the city children's library

In 2015, a case was initiated against the Central Children's Library of Murmansk under Part 2 of Art. 6.17 of the Code of Administrative Offenses.

On February 20, 2016, it became known that in 2015 the prosecutor of the Leninsky administrative district of Murmansk initiated an administrative offense case against the Central Children's Library of Murmansk under Part 2 of Art. 6.17 of the Code of Administrative Offenses (non-use by a person organizing access to information disseminated through information and telecommunication networks (including the Internet) in places accessible to children, administrative and organizational measures, technical, software and hardware to protect children from information that causes harm their health and development).

During the prosecutor's check, it was found that minors can access " search results " from the library's computers with links to " a site with essays of a radical persuasion of one of the leaders of Nazi Germany " and to Adolf Hitler's book "My Struggle". It is not clear from the prosecutor's office's report whether visitors to the library could have accessed the found sites with extremist literature.

The prosecutor's office does not indicate whether content filters were installed in the library, but it follows from the context of the news that most likely they were not.
