Chelyabinsk region: administrative case against the school director

In the Uisky district of the Chelyabinsk region, a case was initiated under Art. 6.17 of the Code of Administrative Offenses due to the poor performance of content filters at the school.

On March 10, 2016, the prosecutor's office of the Chelyabinsk region announced that the prosecutor of the Uisky district had opened an administrative case under Part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the established requirements for the dissemination of information products among children containing information that is harmful to their health and (or) development) in relation to the principal of the Uysk elementary general education school.

The basis was the results of the audit, during which the prosecutor's office found that the school's computers had access to extremist materials. It is not clear from the prosecutor's report whether content filters were installed on school computers, but we assume that otherwise the prosecutor's office would have indicated their absence.

We believe that content filtering programs are generally ineffective and school personnel should not be held responsible for this.
