Attack on migrants in the Moscow metro

On April 8, 2016, in Moscow, in a subway car at the Kaluzhskaya station, one of the metro passengers attacked two visitors from Tajikistan who were traveling with him in the same subway car. First, the attacker insulted a 19-year-old migrant and began to kick him out of the carriage, saying that “there is no place for people like that here,” and then shot another with an air gun.

According to media reports, the attacker first made several obscene remarks to two visitors from Tajikistan who were traveling with him in the same subway car. The man insulted 19-year-old Muhammadjon Khakimov, and then began to kick him out of the carriage, saying that “there is no place for people like this.” When Sulaimon Saidov stood up for his companion, the attacker pulled out an air pistol and shot S. Saidov in the head.

After the fourth shot the train stopped. The wounded Saidov, his face covered in blood, grabbed the gun from the attacker. The doors of the carriage were supposed to close, but the woman remaining in the carriage tore off the stop valve. The police ran up and detained the one who had the pistol in his hands - Saidov. They immobilized him, snatched his weapon, and twisted his hands behind his back. Only when people around started shouting that he was a victim was the victim released. The attacker managed to run out through another door and leave the metro along the escalator.

The victim was taken to the hospital.

Sergei Tsarev (born in 1957, born in Dresden) was detained on suspicion of committing a crime. He was charged under Part 3 of Article 30 of the Criminal Code, Part 1 of Article 105 of the Criminal Code (attempted murder).
Tsarev was placed in a pre-trial detention center. He did not admit guilt and refused to sign the protocols.

After that, “there was a flash” and he doesn’t remember anything else. Then he went home, where the police did not come for him. He told his neighbor that he “probably killed a man.”

Serbsky came to the conclusion that Tsarev has a “mixed disorder of emotions and behavior caused by an adaptation disorder” and needs to be sent for compulsory treatment. On December 7, 2016, the Kuzminsky District Court of Moscow decided to transfer the accused Tsarev to a specialized psychiatric hospital for “compulsory treatment until he recovers from the painful state.”

On January 18, 2017, the victim Saidov filed a claim with the investigator for compensation for material damage and compensation for moral damage.

In 1984, Tsarev was prosecuted under Part 3 of Art. 44 of the Criminal Code of the RSFSR and was sentenced to 3 years in prison. In 1996, he was prosecuted under Part 2 of Art. 224 of the Criminal Code of the RSFSR. In 2009, he was prosecuted under Part 3 of Art. 30 Criminal Code, Part 1, Art. 161 of the Criminal Code (robbery), was sentenced to 1 year probation.
