The distribution of free condoms and syringes, as well as sociological surveys among drug addicts and people living with HIV, are now not just political activity, but "participation in the hybrid war of the West against Russia." On Tuesday, the Socium Saratov public organization was recognized as a foreign agent : the prosecutor's office of the city of Engels considered that the data of those polls were used in decision -making - it means politics. And the author of the expert opinion on the hybrid war, professor at the Department of History, Sociology, Politics and Service Ivan Konovalov, told reporters that the programs for reducing harm, like the Socium, “destroy our traditions and our national values.”

Once again: the collection and use of sociological information as intended and programs aimed at reducing the risk of transmitting an incurable disease (free disposable syringes and needles, as well as condoms), is not just political activity. Although, in general, of course, the need for their protection to make excuses in the terms “no pickets and rallies were satisfied” causes nausea. As if pickets and rallies are vicious connections in which it is impossible to be noticed.

All this, the words of the expert Konovalov, with whom the Ministry of Justice agreed, also activities, "fundamentally diverging with the activities and tasks of our state." We have already read this in a report on the fight against HIV of the Russian Institute of Strategic Research, the authors of which wrote that such an American model does not take into account national interests and absolutizes human rights .

So, work on a real reduction in the risk of HIV transmission with proven effectiveness (more than below) fundamentally diverges from the tasks of our state. This is a curious dissonance, because in fact, in the words of its representatives, the state agrees that there is a HIV problem in Russia and it is solved, they have prepared a strategy .

Such behavior resembles the tactics of some HIV denyers. These are such interesting people who do not convince more than 30 years of photographs and studies of the virus and who call it "the greatest hoax of the 20th century." The recent colorful report of the “such cases” about the most famous HIV negatives (they are often called “dissidents”, but we will not do this) opened this amazing world of conspiracies to those who have not crossed it before: the struggle with the genocide, in no case do not test the HIV, and the doctors going to AIDS centers for exorbitant money.

So, first of all, neglects recognize the scientific only that information that is consistent with their negative beliefs. Scientists are divided into those who were bought with giblets by the organizers of the conspiracy (from Americans and Jews to space entities, to taste), and to true scientists who are not afraid to reveal this conspiracy. Moreover, they are divided, of course, not by belonging to scientific organizations, conflicts of interests and other zaumi, but according to one criterion: there is HIV or not it.

If you choose methods of confrontation between HIV infection according to the scientific criterion of their effectiveness, it turns out that the programs for reducing harm (this is about syringes and condoms) work-and not only in countries that supply us of foreign agents. The Republican Center for the Prevention and Combating of AIDS Tajikistan calculated that with their help in 2005-2010 it was possible to prevent about 4 thousand cases of HIV infection among persons who use injection drugs, with an economic effect for a health system of 100 thousand dollars.

But Belarus has calculated that the expansion of the coverage of the comprehensive damage to the hail - needles and syringes, replacement therapy, antiretroviral therapy, diagnostics - will allow 40% to reduce the number of new cases of HIV disease, "significantly increase the number of preserved years of full life with increasing funding from the present level by only 17%."

In the end, both social activists and doctors from Penza believe that "a deterioration in the epidemic situation on HIV infection in Penza detects a distinct connection with the termination of the program [reduction of harm]." Pharmacy interventions (when a program participant can receive condoms, needles, syringes, napkins and information booklets in a special pharmacy on a special card - and even a small consultation) have been successfully working in Crimea since 2013, ANO Youth Center for Women's Initiatives says.

But now, the head of the FSKN Viktor Ivanov, even the programs for the exchange of syringes and needles cause a grin , what a free methadone is there, what are you. Ivanov believes that only the full-scale implementation of the “rehabilitation programs” of drug users and “legal motivation” to it can stop the spread of HIV infection in Russia. What such a motivation is like - completely powerless, however, can also be read in recent reports : torture, murders, "while he is pricking, he is not a person." There is some hope that the planned network of centers under the leadership of the Russian Orthodox Church will still be a little less medieval; True, if you look at what wild answers are given in the field of priests, for example, questions about antiretroviral therapy (and some, and it happens, completely deny the existence of HIV contrary to the concept of the participation of the Russian Orthodox Church in the fight against the epidemic), the quality of medical care, which will be provided to people in such centers, raises some issues.

Meanwhile, the main argument in favor of the Office and the programs for reducing harm-just that they effectively bring people who use injection drugs from the shadows to the healthcare area: in exchange for the opportunity to get methadone, they take tests for free, receive medicines and consultations, see doctors who do not relate to them only as sources of forensic costs (in saving on them, the head of the Federal Drug Control Service measures them Economic efficiency of your plan).

People living with HIV, in the main social and demographic indicators, do not differ from unfortunate. This is said by sociologists, and half of Russians, meanwhile, is convinced: the HIV-positive woman is most likely engaged in prostitution or uses drugs.

But this is all, recall, attempts to choose according to the criteria for effectiveness, which suddenly may not take into account the interests of Russia . They take into account the interests of Russia, apparently, public proposals not to marry without certificates of examination for HIV infection, as well as the fight against the spread of the virus with the help of literally good wishes , that is, “propaganda of a healthy lifestyle, family and moral values, rejection of risky behavior models, as well as the impasion of harmful habits.” This is a quote from the project of the same strategy to combat the spread of HIV infection in Russia.

By the way, HIV-scenes also believe that “phenotherapy”, as they call it (drugs holding the virus), kills healthy people, and it is necessary to treat not some invented HIV infection there, but real diseases-moral degradation, refusal of family values ​​... sorry, tuberculosis, candidiasis and poisoning of drugs.

The Moscow Focus Media fund gives such data about the attitude of Russians to people living with HIV: 40 percent of the respondents experience “fear”, 25 percent-“disgust”. Half of the respondents agree that an HIV-positive woman is most likely engaged in prostitution or uses drugs (despite the fact that women have a prevailing path of infection-heterosexual contact with one partner). 60 percent believe that the state should isolate people with HIV, and two -thirds are sure that they have no risk of infecting.

It is not surprising that the good half of the messages from beginners in the negative communities begins according to the same scenario: they slapped the “plus”, but as so, I’m not a drug addict (ka), I am not sleeping with anyone, married/married in the morning. For the state, this level of ideas about the essence of the problem is unforgivable. Anastasia Pokrovskaya from the Federal Center for Prevention and Control of AIDS at the same conference presented a detailed report on the socio-demographic characteristics of people living with HIV. An analysis of the sample of 7 thousand patients of territorial AIDS centers in 27 regions of Russia showed unthinkable: these people "in the main social and demographic indicators do not differ from the Russian citizens who are not infected by the Russian Federation of the same age." They do not differ, no matter how they demonize them and no matter how you pretend that these are some kind of second-class people. These are the same citizens of the Russian Federation, many of whom also probably run in the morning and to whom the state is also responsible.

In Penza, the program was stopped - and there were more infected HIV immediately.

The vast majority of HIV denying negators, according to their words, it seems, still does not behave quite antisocial, although their “plus” is very annoying. As a rule, spouses and partners are informed of the status, someone even monitors the development of the disease along the load indicators of the “non-existent virus”, the refusals of antiretroviral therapy are formally formalized, that is, they become known to the treating doctors and sometimes guardianship authorities. Negators know about responsibility for infection of HIV infection and, in addition to completely stubborn, prefer not to challenge the system. And some are registered, and receives therapy, but silently does not accept it or accepts irregularly-that is, the full visibility of active actions is created, but it is visibility.

So, such “underground” neglects, sooner or later, inevitably give out poor indicators of analysis for HIV infection.
