Kursk Central Election Commission found no signs of extremism in the speeches of deputy Olga Li

The Kursk Center for Pediatrics found no signs of extremism in the video messages of MP Olga Li, but the investigation of the Investigative Committee into her case is ongoing.

May 20, 2016 MP's lawyer Kursk Regional Duma and editor-in-chief of the newspaper "Narodny journalist" Olga Li, Roman Lyzlov, said that the Kursk CPE is not found signs of extremism in the videos with her appeals.

It is also known that the senior investigator of the department for investigation of particularly important cases of the Investigation Department of the Investigative Committee Russian Federation for the Kursk region Sergey Potemkin, who is in charge of Lee's case , ordered within the framework of investigation five psychological-linguistic examinations and one linguistic study her statements. The defense found violations in the investigator's orders on carrying out examinations and filed a complaint about this with the Leninsky district court of Kursk. The defense was criticized, in particular, by the fact that the investigation raises questions of a legal nature to the experts, to which the experts do not have the right to answer, since they belong exclusively to the competence of the court.

Recall that in April 2016 against the deputy of the Kursk Regional Duma journalist Olga Li initiated a criminal case under Art. 282 of the Criminal Code (excitation hatred or enmity, as well as the humiliation of human dignity on the basis of belonging to a social group of representatives of the authorities, in particular, law enforcement officials and the judiciary). The case was initiated by the fact of publication in open mode on Lee's page in the social network "VKontakte" of the text of her appeal to the president, and on other pages in Internet video files with recordings of her speeches, in which the UK saw signs of inciting hatred towards government officials, in particular law enforcement officers authorities and the judiciary.

Lee's speeches contain harsh criticism of foreign and domestic policy authorities and accusations of some of their representatives in the Kursk region of embezzlement and other offences. Earlier due to Li accusing Judge of the Leninsky District Court of Kursk Lyudmila Shurina in the ruling unjust decision, a case was initiated against her under Part 1 of Art. 298.1 of the Criminal Code slander against a judge. Both cases are merged into one proceeding.

From our point of view, Lee's speeches do not contain any dangerous calls. In addition, we recall that we are in favor of exclusion from Art. 282 of the Criminal Code of the unclear concept of "social group", which is very often is interpreted precisely as a group of representatives of the authorities or law enforcement authorities, although anti-extremist legislation should essentially be aims to protect vulnerable groups, not officials who are protected by other laws.
