In April 2016, a resident of the Paranga district of Mari El was fined for posting videos of "The Miracles of the Quran" and "Fatima's Letter to the Mujahideen" on the social network.
In June 2016, we learned that on April 19, 2016, the Sernursky District Court of the Republic of Mari El fined Rustem Mingazov, a 40-year-old resident of the village of Alashayka, Paranginsky District, 1,500 rubles. He was found guilty of an offense under Art. 20.29 of the Code of Administrative Offenses (mass distribution of extremist materials).
The case against Mingazov was initiated by the district prosecutor's office based on the materials of the FSB check. It was found that he posted on his page on the social network "VKontakte" videos "Miracles of the Koran" and "Letter of Fatima to the Mujahideen", which are included in the Federal List of Extremist Materials.
From our point of view, the film "Miracles of the Quran" was unlawfully recognized as extremist (our position is detailed here ). However, Russian courts have repeatedly punished citizens for its distribution, including in the Paranginsky district of Mari El. So, for the publication of the film in 2015, a resident of the village of Paranga, Ramil Gazizov, was fined , and in April 2016, Dinis Khakimov . We cannot call the ban on the video "Fatima's letter to the Mujahideen" unlawful.
