Law on news aggregators signed

News aggregator owners are now required to prevent distribution of materials with public calls for terrorist activities and "other extremist materials".

24 June 2016, the President signed into law on the regulation of the work of aggregators news on the Internet.

By law, owners of news aggregators are required to prevent their use for crimes, disclosure state secrets and " dissemination materials containing public appeals to carry out terrorist activities or publicly justifying terrorism, other extremist materials, as well as materials promoting pornography, cult violence and cruelty, and materials containing foul language ."

Owners aggregators were also ordered not to allow spreading the news " for the purpose defame a citizen or individual categories of citizens by sex, age, racial or national affiliation, language, relationship to religion, profession, place of residence and work, as well as in connection with their political beliefs , verify the validity public information and allow the spread of falsified public information and illegal information about private life.

In addition, the owners of aggregators must ensure the storage of the news they distribute and information about their sources for six months and transfer this information to Roskomnadzor upon request.
The law does not say anything about how the owners of aggregators must ensure that these technically unfeasible requirements are met. But in case the authorized state authorities will find in the aggregator an unreliable or distributed in violation law information, they will have to contact Roskomnadzor via the form on its website, attaching a court decision or your own decision. Roskomnadzor must send within 24 hours an order to the owner of the aggregator deleting information. For non-performance news keeping duties or to comply with the instructions of Roskomnadzor about deleting false information administrative liability under Art. 19.7.10-1 of the Code of Administrative Offenses in the form of a fine of up to one million rubles and up to three million for a repeated offense. However the owner of the aggregator is not responsible for the dissemination of information aggregator reproduces verbatim messages registered in Russia MASS MEDIA. Thus, the owners of aggregators are apparently forced to exclude any other sources from aggregators.

Aggregators it is proposed to recognize services with daily audience of 1 million people and more. Owner Russian-language aggregator can be only a citizen of the Russian Federation or a registered legal entity in the Russian Federation. Lead functions register of news aggregators, similar to the register of bloggers, assigned to Roskomnadzor.
