Putin signed the "Ozerov-Yarovaya package"

The President of Russia signed laws on strengthening measures to counter terrorism.

On July 7, 2016, Russian presidential spokesman Dmitry Peskov announced that Vladimir Putin signed two laws on countering terrorist and extremist activities, initiated by Senator Viktor Ozerov and deputy Irina Yarovaya.

Peskov specified that together with the "Ozerov-Yarovaya package" the president signed a list of instructions to the government, which would allow " clearly monitor the progress of implementation " of one of them. It follows from the list that the government and the FSB, in order to “ minimize risks ”, will have to prepare the necessary regulatory legal acts by November 2016, paying attention to clarifying the stages of application of the norms that “ require significant financial resources and modernize technical means ... taking into account the need use of domestic equipment "; clarification of the powers of the government and federal executive bodies; application of liability rules for the use of non-certified encryption tools; development and maintenance by Roskomnadzor of the register of services providing encryption tools; application of the rules on termination of contracts by the provider in case of non-confirmation of personal data of subscribers. By September, the Ministry of Industry and Trade and the Ministry of Telecom and Mass Communications must analyze the costs required to store information from Internet users, and the FSB, by the time the law enters into force (July 20), must approve the procedure for certification of encryption tools and the procedure for transferring keys.

One of the laws signed by Putin instructs providers to store information about the facts of citizens' communication for three years, and the calls and correspondence themselves - up to six months (the final storage period is determined by the government), obliges the organizers of the dissemination of information on the Internet, under the threat of a fine, to transfer the keys to the FSB to decrypt user correspondence , and providers - upon receipt of a request from law enforcement agencies, terminate contracts with subscribers if within 15 days the compliance of the user's personal data with the data specified in the contract is not confirmed. In addition, the bill significantly restricts   missionary activities : it prohibits residential missionary work and also directs missionaries to act on behalf of a registered religious group.

The second law concerns a significant tightening of penalties for terrorist and extremist crimes, as well as for organizing illegal migration, lowering the age of criminal responsibility for a number of crimes (mainly terrorist ones). He also introduces an article on non-reporting of a terrorist crime into the Criminal Code. In addition, criminal penalties are introduced for inciting to organize mass riots. We consider these amendments unnecessary and even harmful.
