A resident of the Tula region was fined for publishing a video about ISIS

Ilkin Nurakhmedov was punished for posting the video "The Whole Truth About ISIS" on the social network.

On September 27, 2016, the Chernsky District Court of the Tula Region fined a local resident Ilkin Nurakhmedov 2,000 rubles under Part 1 of Art. 20.3 of the Code of Administrative Offenses (public demonstration of symbols of extremist organizations).

The basis for the administrative prosecution was the information received by the prosecutor's office from the regional center "E" that a video "The whole truth about ISIS" with the symbols of this banned organization was posted on Nurakhmedov's page on the social network "VKontakte". Nurakhmedov himself stated in court that he really added this video to his page, but did not even watch it.

The prosecutor's office said in a statement that the video "The Whole Truth About ISIS" contains "religious justification, justification and propaganda for the conduct of hostilities by the armed groups of the organization ." Several videos with this title are available on the VKontakte social network, but none of them is a video of supporters of the Islamic State and does not promote its ideology. Nurakhmedov himself adds to his page not videos with Islamist propaganda, but mostly entertainment posts. Among the videos on his page there are also directly condemning the activities of the Islamic State.

From our point of view, it is necessary to fight against the demonstration of the symbols of banned organizations only when it comes to propaganda of their activities, so we tend to regard the persecution of Nurakhmedov as unlawful.
