The Ministry of Labor wants to allow officials to arrange relatives to their work

The Ministry of Labor has prepared amendments to the “anti -corruption” decree of the Government of the Russian Federation, which will allow close relatives of officials in areas of culture, healthcare, science, education and social protection to become their immediate subordinates or leaders. The document is posted on the regulation.gov.ru portal, its public discussion will last two weeks, until October 20.

The initiative is drawn up by the draft government decree, which makes changes to the existing resolution N568, adopted in 2013.

Decree N568 introduced a number of anti -corruption restrictions for some categories of officials, employees of state funds and employees of state institutions, and among them is a direct ban on the work of close relatives or shoes (parents, spouses, children, brothers and sisters, children of spouses and spouses of children) in direct subordination.

Later, in July of this year, amendments were made to this decree that narrowed the circle of those who fall under the ban on civil servants - to those of them that are appointed by the President or the Government, or are included in the special lists. According to the authors of the new project, this clarification is not enough, because they do not protect the “professional dynasties” of doctors, scientists, teachers, cultural leaders and workers and workers and workers and workers and workers and workers, cultural leaders and employees social protection.

“There are no exceptions and seizures for certain areas of the activities of organizations in the legislation. At the same time, activities in the areas of science, education, healthcare, culture and social protection have features related to historically formed creative or professional dynasties. At the same time, the current ban on the implementation of joint work with close relatives does not contribute to the preservation and continuity of generations, ”the text of the explanatory note says.

The Ministry of Labor is offered “in exceptional cases related to the features of the tasks set for federal state bodies”, to allow the Minister or the head of the state structure to allow relatives to work together.
