Ramzil Ishsarin proposes fining leaders of religious groups for operating without notification

A draft law "On Amendments to Articles 7 and 11 of the Federal Law "On Freedom of Conscience and Religious Associations" and Article 5.26 of the RF Code of Administrative Offenses" has been submitted to the State Duma. MP Ramzil Ishsarin proposes to fine the leaders of the group for activities without notification.

December 2, 2016 Member of the National Assembly of Bashkortostan, Ramzil Ishsarin submitted to the State Duma a draft law "On Amendments to Articles 7 and 11 of the Federal Law "On freedom of conscience and religious associations" and Article 5.26 of the Code of the Russian Federation on administrative offences."

Author of the draft law proposes to exclude from the law the figure of a “representative of a religious group”, which could replace the head when applying to the body authorized to make decisions on state registration of a religious organization, and impose penalties for the activities of a religious group without notice (from 1 to 2.5 thousand for unauthorized activities of a religious group and from 20 up to 30 thousand for unauthorized activities of a group that is part of a centralized religious organization) or for providing knowingly false information about the activities of the group.

IN in an explanatory note, the author of the bill says that the main purpose of the changes - the fight against "pseudo-religiosity", which is understood by him as the main way as illegal enrichment and impact on the consciousness of adherents.

« Religious groups, like religious organizations, are endowed with essential content from the point of view of rights in the sphere of religion: the performance of worship, other religious rites and ceremonies, teaching religion and religious education , - said in the text. - Religious groups provide premises for departure religious rites, collect funds for their needs. During training and education by religious groups of their followers take place cases of unlawful personal enrichment , as well as the spread of religious intolerance , the use mind-altering psychotechnologies that inflict harm to the mental and physical condition of citizens, including minors exposed to this effect, family and other universal values ."

On December 6, 2016, the bill was sent to the relevant committee State Duma.
