Since the emergence of the Federal List of Extremist Literature, cases of sanctions against library employees have become regular. Even in cases where claims against librarians are formally substantiated by anti-extremist legislation, we often do not consider them legitimate, since this legislation is in conflict with the law "On librarianship." In addition, anti-extremist sanctions against libraries for not having a list of extremist materials, in our opinion, look like an imitation of activity designed to artificially inflate the relevant statistics.

We combined these cases into a single list, the first part of which covers the period from July 2008 to June 2011, the second part - from July 2011 to June 2012, the third part - from July 2012 to the end of 2014, the fourth part - from January to December 2015, the fifth part - from January to December 2016. On December 15, 2017, the prosecutor's office of Dagestan reported that the prosecutor's office of the Gumbetovsky district brought four protests against local legal acts of local schools. Regulations on school libraries did not contain a direct ban on the distribution of extremist literature, nor did they establish a procedure for checking library collections and incoming literature against the Federal List of Extremist Materials.
On November 3, 2017, the prosecutor's office of the Irkutsk region reported that the prosecutor's office of the Kazachinsko-Lensky district had conducted an inspection in the educational institutions of the district. The department found, in particular, that in a number of schools, the regulations on the work of educational libraries did not provide for reconciliation of funds and new acquisitions with the Federal List of Extremist Materials. The prosecutor's office filed protests against local acts and submissions to school directors.
On October 31, 2017, the prosecutor’s office of the Kaluga region reported that the prosecutor’s office of the Ulyanovsk region, during an audit, found, in particular, that the Federal List of Extremist Materials was not updated and reconciled with it in five schools. Representations were made to school leaders.
On October 12, 2017, the East Siberian Transport Prosecutor's Office reported that the Osetrovskaya Transport Prosecutor's Office had conducted an inspection at the Ust-Kut Institute of Water Transport (a branch of the Siberian State University of Water Transport). The check showed, in particular, that the requirements of the legislation on combating extremist activity were not properly implemented in the library of the educational institution. A presentation was made to the head of the institute.
On September 29, 2017, the prosecutor's office of the Lipetsk region reported that the prosecutor's office of the Lebedyansky district had made submissions to eliminate violations of the law against the heads of the secondary school in the village of Agronom and the Lebedyansky Technological Lyceum. Since 2015, the school library has not been reconciling funds with the Federal List of Extremist Materials and the list itself has not been updated. Similar violations were found in the lyceum.
On September 26, 2017, the prosecutor’s office of the Tula region reported that the prosecutor’s office of the Volovsky district sent eight statements of claim to the Bogoroditsky district court demanding that the educational institutions of the region update the Federal List of Extremist Materials in their libraries. During the audit, it was found that in the Baskakovskaya secondary school and other educational institutions the list was incomplete.
On August 7, 2017, the prosecutor's office of the Samara region reported that the prosecutor's office of Chapaevsk brought protests against the provisions on the libraries of schools of secondary schools No. 1, 4, 8, 10, 21, the Education Center and the Chapaev Chemical-Technological College. The Regulations did not contain prohibitions on the distribution of extremist literature and did not regulate the procedure for reconciling the library stock and incoming literature with the Federal Lists of Extremist Materials. The protests were upheld.
On August 1, 2017, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of Kyshtym had identified violations in four educational institutions of the city. In particular, the Federal List of Extremist Materials was not updated there or was completely absent. The directors of educational institutions, as well as the head of the department for education of the administration of the Kyshtym city district, were submitted by the prosecutor to eliminate violations of the law.
On July 31, 2017, the North-Western Transport Prosecutor's Office reported that the Pechora Transport Prosecutor's Office had identified violations in the library of the Izhemsk Polytechnic College. There was no Federal List of Extremist Materials, and no reconciliation of the library fund of existing and incoming literature was carried out with it. A presentation was made to the director of the technical school.
On July 24, 2017, the prosecutor's office of the Tver region reported that the prosecutor's office of the Toropetsky district made two submissions to the heads of local educational institutions and sent a statement of claim to the court. The reason was that the libraries of schools No. 2, No. 3 and Podgorodnenskaya did not reconcile funds and new receipts with the Federal List of Extremist Materials. The court satisfied the requirements of the prosecutor's office, one person was brought to disciplinary responsibility.
On July 11, 2017, it became known that the Uzlovskaya Interdistrict Prosecutor's Office of the Tula Region made representations to the heads of secondary schools No. 7 and No. 9. The check showed, in particular, that the Federal List of Extremist Materials was absent in school libraries and library collections were reconciled with it.
On June 29, 2017, the prosecutor's office of the Chelyabinsk region reported that the Satka city prosecutor's office had made representations to the heads of four local schools, as well as protests against local acts regulating the work of school libraries. The reason was that school librarians did not conduct a quarterly reconciliation of library funds with the updated Federal List of Extremist Materials, and in two schools the obligation of employees to conduct such reconciliations of funds and incoming literature with the Federal List was not enshrined in the relevant orders.
On June 23, 2017, it became known that the prosecutor's office of the Sorochinsky district of the Orenburg region protested the regulation on the library of one of the rural schools. The regulation did not contain norms restricting the access of library visitors to information harmful to the health and development of children, including extremist materials.
On June 23, 2017, it became known that employees of the Elektrostal Prosecutor's Office of the Moscow Region, during an audit, revealed violations of federal legislation on countering extremism in the Brigantina Library and Aesthetic Center, the specialized local history library and the Buratino Children's Library. No sanctions were reported.
On June 23, 2017, the Prosecutor’s Office of the Republic of Chuvashia reported that the Prosecutor’s Office of the Yalchik District had made representations to the directors of two schools. In the libraries of these schools, in particular, no persons were appointed " responsible for identifying, withdrawing from the library collection and destroying materials identified during these inspections, as well as for filtering access from computers of institutions to sites included in the Federal List of Extremist Materials. " It is not clear what the prosecution's belief that libraries are required to destroy extremist materials is based on.
On June 19, 2017, it became known that the Kostroma Transport Prosecutor's Office (a division of the North-Western Transport Prosecutor's Office) protested the provisions of the instructions of the Northern Center for Scientific and Technical Information and the libraries of the Northern Railway. The document provided for the work with technical literature within the framework of the duties of library employees provided for by anti-extremist legislation. The prosecutor's office considered that the requirements of the instruction were excessive and did not take into account the specifics of technical libraries. The protest of the prosecutor's office can be considered reasonable, but it can confuse library staff, as it conflicts with the practice of other departments of the North-Western prosecutor's office, which regularly complain to technical libraries about the poor organization of reconciliations of literature with the Federal List of Extremist Materials. Moreover, in 2016, the Ivanovo transport prosecutor's office made a submission to the head of the Northern Center for Scientific and Technical Information and Libraries, due to the fact that one of the technical libraries did not conduct an inventory of literature.
On June 15, 2017, the prosecutor’s office of the Republic of Ingushetia reported that the prosecutor’s office of Karabulak had issued warnings against violating the law on combating extremist activity to principals of secondary schools Nos. 1, 2, 3 and gymnasium No. 1. The Federal List of Extremist Materials was not updated in school libraries.
On June 14, 2017, the North-Western transport prosecutor's office reported that the Volkhovstroy transport prosecutor's office had conducted an inspection at the Volkhovstroy branch of the Oktyabrsky Training Center for Professional Qualifications (a structural unit of the Oktyabrskaya Railway) and found that the local acts of the institution did not provide for the procedure for reconciling incoming literature with the Federal List of Extremist Materials and control over its renewal was improperly organized. On May 30, 2017, the North-Western Transport Prosecutor's Office reported that the Kotlas Transport Prosecutor's Office revealed violations of the law in the technical library of the Kotlas Training Center for Professional Qualifications (a structural unit of the Northern Railway - a branch of Russian Railways). In particular, the library " inappropriately " checked monthly incoming printed publications against the Federal List of Extremist Materials. A presentation was made to the head of the Northern Training Center for Professional Qualifications.
On May 25, 2017, the prosecutor’s office of the Novgorod region reported that the prosecutor’s office of the Batetsky district had made submissions to eliminate violations of the law against the principals of 4 schools in the district due to the fact that the school libraries did not check the collections and incoming materials with the Federal List of Extremist Materials. The submissions were considered and satisfied, the perpetrators were brought to disciplinary responsibility.
On May 17, 2017, the prosecutor's office of the Chechen Republic reported that the Shatoi inter-district prosecutor's office filed a complaint against 25 school directors whose libraries did not update the Federal List of Extremist Materials and did not check the collections and incoming literature with it.
On May 10, 2017, the prosecutor's office of the Ryazan region spoke about the results of an inspection conducted in the schools of the Korablinsky district. The local prosecutor's office found that the regulations on the library in schools do not contain a direct ban on the distribution of extremist literature, they do not establish a procedure for reconciling the library stock and incoming literature with the Federal List of Extremist Materials, which indicates that no reconciliation of literature with the list was carried out. The district prosecutor's office made nine submissions.
On May 10, 2017, the prosecutor’s office of the Kamchatka Territory reported that the prosecutor’s office of Petropavlovsk-Kamchatsky conducted an inspection in the city’s schools and found that in most of them, the regulations on the work of school libraries did not fix the obligation of librarians to verify funds with the Federal List of Extremist Materials and, accordingly, such reconciliations were not carried out. According to the prosecutor's office, protests were brought against local regulations on the work of school libraries, they were considered and satisfied, after which schools brought local acts in line with the law and took measures to systematically reconcile funds with the updated Federal List.
On April 26, 2017, the Prosecutor’s Office of the Kursk Region reported that the Prosecutor’s Office of the Solntsevsky District had made representations to the directors of a number of schools whose libraries did not have copies of the Federal List of Extremist Materials.
On April 25, 2017, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of the Krasnoarmeysky district made a submission to the director of the Shumakovskaya secondary school. The library did not check literature against the Federal List of Extremist Materials, and the library regulations did not provide for organizational and technical measures to prevent students from accessing extremist literature and responsible officials were not appointed.
On April 17, 2017, the prosecutor's office of the Republic of Tatarstan reported that the prosecutor's office of the Sarmanovsky district made a submission to the director of the municipal budgetary institution "Centralized Library". The library did not have an updated Federal List of Extremist Materials.
On April 14, 2017, the prosecutor’s office of the Kurgan region reported that the prosecutor’s office of the Mokrousovsky district had established that the schools in the village of Mokrousovo had not been reconciled with the Federal List of Extremist Materials in libraries. Submissions were made to the heads of educational institutions.
On April 14, 2017, the prosecutor's office of the Republic of Tatarstan announced that the Chistopol city prosecutor's office had submitted a submission to the director of the Chistopol Central Library. One of the claims of the prosecutor's office was that, based on the results of an inspection of five library branches, it turned out that they did not have an updated Federal List of Extremist Materials and were not checked against it.
On April 13, 2017, the prosecutor's office of the Republic of Tyva reported that the prosecutor's office of the Dzun-Khemchik district had made representations to the directors of secondary schools No. 2 and No. 3 in the city of Chadan. In particular, according to the prosecutor's office, school libraries were regularly reconciled with the Federal List of Extremist Materials. So, at school No. 3, the reconciliation was carried out up to material No. 4028 (addition of February 2017), while the check took place after the list grew to item 4064 on March 16.
On April 12, 2017, the prosecutor’s office of the Republic of Khakassia reported that the prosecutor’s office of the Beisky district had filed a motion to eliminate violations of the law against the director of Vocational School No. 15. The reason was, in particular, that the school did not have an order to check the library collection for extremist materials and the procedure and frequency of reconciliations of the fund with the latest versions of the Federal List of Extremist Materials were not approved.
On April 10, 2017, the prosecutor’s office of the Magadan region reported that during the inspection of educational institutions, the prosecutor’s office of the Omsukchansky district established that, among other things, the Federal List of Extremist Materials was not updated in vocational school No. 11 (it lacked about 500 items). A submission was made to the head of the institution.
On April 5, 2017, the prosecutor's office of the Voronezh region reported that the prosecutor's office of the Novousmansky district had made 4 submissions on the elimination of violations of the law to the school administration of the district. The reason was, in particular, that school libraries did not check incoming literature against the Federal List of Extremist Materials.
On March 29, 2017, the prosecutor's office of the Murmansk region reported that the prosecutor's office of Olenegorsk had submitted proposals to eliminate violations of the law against the heads of city organizations of additional education and youth clubs. The reason was that in some of these educational organizations, during the check, unofficial libraries were found, the funds of which were not checked against the Federal List of Extremist Materials.
On March 29, 2017, it became known that in the city of Zlatoust, Chelyabinsk Region, the prosecutor's office filed protests against the regulations on the work of the libraries of the local medical college and the pedagogical college. The reason was that the provisions on libraries did not contain "indications to prohibit the distribution of extremist literature and other information that negatively affects minors" .
On March 17, 2017, the prosecutor's office of the Chechen Republic reported that the inventory of the library fund was improperly carried out at secondary school No. 1, and the Federal List of Extremist Materials was updated irregularly. Similar violations were revealed by the prosecutor's office of Argun in seven more schools. Their directors received recommendations to eliminate violations of the law.
On March 17, 2017, the North-Western Transport Prosecutor's Office reported that the Velikie Luki Transport Prosecutor's Office submitted a proposal to eliminate violations of the law to the director of the Mayevo boarding house of the Oktyabrskaya Railway. The library of the boarding house did not have complete information about extremist printed publications and websites included in the Federal List of Extremist Materials.
On March 17, 2017, the prosecutor's office of the Kursk region reported that the district prosecutor's office had submitted a proposal to eliminate violations of the law to the director of the Intersettlement Library of the Rylsky district. In particular, for a long time there were no reconciliations of the fund with the Federal List of Extremist Materials.
On March 16, 2017, the prosecutor's office of the Chechen Republic reported that the prosecutor's office of the Leninsky district of Grozny had revealed violations of the law in the field of countering extremist activity in 20 educational institutions. Thus, in the Grozny Pedagogical College, an inventory of the library fund was improperly carried out to identify extremist literature, acts were not drawn up based on the results of reconciliations, and the Federal List of Extremist Materials was updated irregularly. Similar violations were found in other institutions. Representations were made to their leaders.
On March 13, 2017, the prosecutor's office of the Republic of Tatarstan reported that the Buinsk city prosecutor's office had submitted to the heads of four educational institutions - the secondary school No. 1 of the city of Buinsk, the city lyceum-boarding school, gymnasium No. 5 and lyceum No. activities and bringing guilty officials to disciplinary responsibility. The reason was that schools did not have an up-to-date version of the Federal List of Extremist Materials and book collections were not checked against it. Acts of the prosecutor's response are under consideration.
On March 9, 2017, the prosecutor's office of the Tambov region reported that the Rasskazovsky interdistrict prosecutor's office brought a protest against the provision on the library and media library of the Upper Spassk secondary school. The regulation did not stipulate the responsibility of authorized persons for the dissemination of information that could harm the harmonious development of children, did not establish the obligation of librarians to verify incoming literature with the Federal List of Extremist Materials when forming the library fund, and did not spell out the procedure for monitoring the list.
On March 1, 2017, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of Miass brought protests against the provisions on the work of educational libraries that contradicted the law, which did not provide for reconciliation of funds and new receipts with the Federal List of Extremist Materials, to the directors of the Miass Construction College, the Miass Geological Prospecting College, Miass Engineering College and Miass State College of Art and Culture.
On February 22, 2017, from the message of the prosecutor's office of the Republic of Tatarstan, it became known that the Nurlat city prosecutor's office made a submission to the director of the MBU "Inter-settlement central library", as a result of which 42 officials were brought to disciplinary responsibility. An audit by the prosecutor's office showed that 42 branches of the library did not have an updated Federal List of Extremist Materials, and reconciliation of funds with it was not carried out.

On February 10, 2017, the prosecutor's office of the Chuvash Republic reported that the prosecutor's office of Novocheboksarsk had made submissions to eliminate violations of the law against the directors of secondary schools No. 2, No. 3, No. 8 and the Novocheboksarsky Cadet Lyceum. On February 7, 2017, the prosecutor's office of the Republic of Kalmykia reported that the prosecutor of the Chernozemelsky district filed protests with the heads of six educational institutions against local regulations governing the activities of libraries. During the audit, it was found that the provisions on school libraries " allow the free formation of literary funds, do not contain a direct indication of the prohibition of the distribution of extremist literature and other information that negatively affects minors ", and in a number of schools the procedure for conducting library reconciliations was not established. fund and incoming literature with the Federal List of Extremist Materials.
On January 31, 2017, the prosecutor’s office of the Republic of Altai reported that the prosecutor’s office of the Shebalinsky district had submitted recommendations to eliminate violations of the law against the directors of six schools and the district administration. During the audit, it was found that in the libraries of Besh-Ozek, Shebalin and Shyrgaytinsk secondary schools, Aktel and Kaspinsk basic schools, as well as the school, the name of which was not included in the report of the prosecutor's office, there were no complete Federal lists of extremist materials.
On January 30, 2017, the prosecutor's office of the Tomsk region reported that, following an audit conducted in December 2016, the prosecutor of the Chainsky district issued warnings to heads of nine schools about the inadmissibility of violating anti-extremist legislation. The audit showed that the school libraries did not have the latest versions of the Federal List of Extremist Materials and did not check the incoming and available literature with it.
On January 18, 2017, the prosecutor's office of the Samara region reported that the prosecutor's office of the Leninsky district of Samara had made submissions to the directors of schools Nos. 148, 132, 70 and 12 and the director of the Samara Municipal Information and Library System. It is reported that the acts of the prosecutor's response were considered, the violations were eliminated, and the perpetrators were brought to disciplinary responsibility. The reason was that the libraries of the mentioned schools did not establish a procedure for reconciling the existing library fund and incoming literature with the Federal List of Extremist Materials, or those responsible for reconciliation were not appointed, or they were not aware of the procedure for fulfilling these duties. The Samara Municipal Information and Library System had an instruction that allowed readers, upon application of the established form, to get acquainted with literature from the Federal List of Extremist Materials. According to the prosecutor's office, "illegal acts have been brought into line with the current legislation" .
On January 12, 2017, the administration of Yeysk, Krasnodar Territory, announced that in the Central City Library. E. A. Koteiko MBU "Yeisk Central Library System" based on the results of consideration of the protest of the Yeysk Interdistrict Prosecutor's Office, changes were made to the regulation on the library: the procedure for reconciling the library fund and incoming literature with the Federal List of Extremist Materials was established and a direct ban was established on the distribution of extremist literature in the library and its branches. Earlier, on December 23, 2016, this was also reported in the prosecutor's office itself.
On January 9, 2017, the North-Western Transport Prosecutor's Office reported that the Novgorod Transport Prosecutor's Office found that the technical library at Novgorod station was improperly checking monthly incoming printed publications against the Federal List of Extremist Materials. The prosecutor's office made a submission to the head of the October Center for Scientific and Technical Information and Libraries of the Center for Scientific and Technical Information and Libraries, a branch of Russian Railways, after which the violations were eliminated.
