In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided all Russian schools with licensed software packages, which include a content filtering program for Internet access. As it turned out, this program does not cope with the task, which was found out as a result of prosecutorial checks throughout the country. It is quite obvious that the fault for the fact that schoolchildren, despite access filters, have the opportunity to visit neo-Nazi and other inappropriate sites from school computers, lies not only with schools that do not update software with the necessary regularity, but also with the Ministry of Education and Science, which has installed an insufficiently effective product. Note that not all items of the Federal List of Extremist Materials are designed in such a way that they can be used as a guide to action (sometimes, when it comes to a website, its address may not be displayed completely or even completely absent, and the titles of books and articles are given no output).
In addition, we cannot fail to note that the very idea of fighting extremism in schools with the help of filters seems wrong to us. Firstly, any filter can be bypassed if desired, and secondly, it is in principle impossible to compile an exhaustive list of addresses and keywords.
However, prosecutors everywhere and regularly punish local officials and school leaders for this. We believe that the Ministry of Education and Science should be responsible for the imperfection of the content filtering system, and the negligence of the leadership of schools that do not update the program is a problem of labor discipline rather than law enforcement. Similarly, we treat the claims of prosecutors to the leadership of educational institutions regarding access to resources from the Unified Register of Prohibited Sites - in cases where it is known that a school or university is trying to stop this access.

On December 15, 2017, the prosecutor's office of the Republic of Sakha (Yakutia) reported that the prosecutor's office of the Nyurba district had made submissions to the directors of the Khatyn secondary school and the Nyurba school - a technical lyceum. On the computers in these institutions, the content filtering system did not fully exclude underage users from accessing resources that had a negative impact on them and were incompatible with the tasks of educating and educating children, including extremist literature. At the request of the prosecutor's office, additional content filters were installed.
On December 4, 2017, the Prosecutor’s Office of the Kaluga Region reported that the Lyudinovo City Prosecutor’s Office discovered that in secondary schools No. 2 and No. 5, in the computer science classrooms, access to information of extremist content and other information harmful to the moral development of minors was possible. School principals were presented with submissions. It is not clear from the statement of the prosecutor's office whether content filters were installed on the computers in the technical school, however, we proceed from the fact that otherwise the prosecutor's office would clearly indicate their absence.
On November 29, 2017, the Prosecutor’s Office of the Lipetsk Region reported that the Prosecutor’s Office of Yelets, together with the Center for Pediatrics of the Ministry of Internal Affairs of Russia for the Lipetsk Region, conducted an audit of compliance with the legislation on countering extremism by the administration of the Yelets Railway Technical School of Operation and Service. It turned out that the computers of the technical school were connected to the Internet, content filters were installed on them, but they worked inefficiently and did not stop access to extremist materials. A presentation was made to the director of the technical school.
On November 28, 2017, the Rtishchevskaya Interdistrict Prosecutor's Office of the Saratov Region announced that it had carried out an inspection at the Eryshovskaya secondary school in the Rtishchevskiy district. The check showed that a content filter was installed on a computer with Internet access in the geography classroom, but from this computer it was possible to access a site with an audio recording included in the Federal List of Extremist Materials using a search query. The prosecutor's office opened a case under Part 2 of Art. 6.17 of the Code of Administrative Offenses (non-use by a person organizing access to information disseminated through information and telecommunication networks (including the Internet) in places accessible to children, administrative and organizational measures, technical, software and hardware to protect children from information that causes harm their health and/or development). The school was fined 20,000 rubles.
On October 31, 2017, the prosecutor’s office of the Kaluga region reported that the prosecutor’s office of the Ulyanovsk region, during an audit, found, in particular, that the content filtering system was not properly functioning in five schools: from the computer classes of these schools it was possible to go to sites with materials recognized as extremist. Representations were made to school leaders.
On October 12, 2017, the East Siberian Transport Prosecutor's Office reported that the Osetrovskaya Transport Prosecutor's Office had conducted an inspection at the Ust-Kut Institute of Water Transport (a branch of the Siberian State University of Water Transport). The audit showed, in particular, that the Internet access software installed on the institution's server did not meet the requirements. A presentation was made to the head of the institute.
On October 6, 2017, the North-Western Transport Prosecutor's Office reported that the Arkhangelsk Transport Prosecutor's Office had submitted a proposal to eliminate violations of the law to the director of the Arctic Maritime Institute. On September 4, 2017, the prosecutor's office of the Republic of Tuva announced that and. O. On August 1, 2017, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of Kyshtym had identified violations in four educational institutions of the city. In particular, in the computer labs of institutions " not fully " protection was provided for minors from access to extremist materials. The directors of educational institutions, as well as the head of the department for education of the administration of the Kyshtym city district, were submitted by the prosecutor to eliminate violations of the law. On June 29, 2016, the prosecutor’s office of the Sverdlovsk region reported that in Berezovsky, the city prosecutor’s office revealed that computers in the library of the local social rehabilitation center, despite the presence of content filters, could access sites with literature included in the Federal List of Extremist Materials. The World Court fined the institution 20 thousand rubles under Part 2 of Art. 6.17 of the Code of Administrative Offenses (non-use by the person organizing access to information disseminated via the Internet in places accessible to children, administrative and organizational measures, technical, software and hardware to protect children from information that is harmful to their health and development). On June 6, 2017, the Prosecutor’s Office of the Novgorod Region reported that the Pestovsky District Court, at the suit of the local Prosecutor’s Office, ordered the Borovichi College of Construction Industry and Economics to restrict access to a number of websites, including those with extremist audio content. On May 30, 2017, the North-Western Transport Prosecutor's Office reported that the Kotlas Transport Prosecutor's Office revealed violations of the law in the technical library of the Kotlas Training Center for Professional Qualifications (a structural unit of the Northern Railway - a branch of Russian Railways). In particular, it was possible to access extremist materials on the library's computers. A presentation was made to the head of the Northern Training Center for Professional Qualifications. On May 30, 2017, the prosecutor's office of the Saratov region reported that the prosecutor's office of the Kirovsky district of Saratov submitted a proposal to eliminate violations of the law to the director of the Centralized Library System of Saratov. On May 23, 2017, the Prosecutor’s Office of the Yaroslavl Region reported that the Prosecutor’s Office of the Frunzensky District of Yaroslavl had submitted proposals to eliminate violations of the law to the directors of secondary schools Nos. 28, 66, 78, 88. to materials included in the Federal List of Extremist Materials, as well as to pornography and information about alcohol and drugs.
On May 16, 2017, the prosecutor's office of the Bryansk region reported that the prosecutor's office of the city of Dyatkovo found that it was possible to get access to extremist materials in Fokinsky secondary school No. 1 and the secondary school in the village of Druzhba. The agency brought protests against the Internet access regulations adopted in schools. It is also unclear what the prosecutor's office demanded to change in the regulations.
On May 15, 2017, the prosecutor's office of the Murmansk region reported that the prosecutor's office of the Pechenga district revealed violations in the activities of secondary schools No. 19 and No. 3. From computers in these schools, it was possible to listen to audio recordings recognized as extremist, download them, get acquainted with the lyrics of banned songs and find recognized as extremist images. Submissions have been made to the addresses of school directors. It is not clear from the prosecutor's report whether content filters were installed on the computers, but we assume that otherwise the prosecutor's office would have clearly indicated their absence.
On May 2, 2017, the prosecutor's office of the Kaluga region reported that the prosecutor's office of the Duminichsky district revealed that in the computer science class of one of the local schools, as a result of improper organization of content filtering from computers using search engines, it was possible to access sites that contained "information about the 10 most original murders ", as well as video files included in the Federal List of Extremist Materials. The prosecutor submitted to the principal of the school a proposal to eliminate violations of the law. Later it became known that it was school number 2. Additional content filters were installed in it.
On April 26, 2017, the prosecutor's office of the Republic of Tyva reported that the prosecutor's office of the Todzhinsky district revealed a violation of the law in the Yrbanskaya and Systyg-Khemskaya secondary schools. The content filters installed on computers at these schools did not block text on the Federal List of Extremist Materials. According to the decisions of the district prosecutor, the heads of educational institutions were brought to administrative responsibility under Part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the established requirements for the distribution among children of information products containing information that is harmful to their health and (or) development): the court fined each of them 5 thousand rubles.
On April 18, 2017, the prosecutor's office of the Murmansk region reported that the prosecutor's office of Monchegorsk submitted a proposal to eliminate violations of the law to the director of the Polaris Center for the Development of Creativity for Children and Youth. The audit showed that the computer content filtering system in the institution's computer room was not functioning properly. From computers it was possible to get access to extremist materials from the federal list.
On April 14, 2017, the prosecutor’s office of the Kurgan region reported that the prosecutor’s office of the Mokrousovsky district had established that the content filter did not prevent access to extremist materials in the district and children’s libraries of the Mokrousovsky centralized library system. A submission was made to the head of the institution.
On April 11, 2017, it became known that the prosecutor's office of Miass, Chelyabinsk region, brought to administrative responsibility two heads of secondary specialized educational institutions of the city. In the course of checking compliance with the legislation on combating extremist activity, it was found that the content filters installed on the computers of the Miass Medical College and the Miass Geological Prospecting College did not provide the proper degree of protection against access to portals containing information prohibited for distribution. The directors were fined by the world court for 5 thousand rubles each under Part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the established requirements for the distribution among children of information products containing information that is harmful to their health and (or) development).
On April 4, 2017, the prosecutor's office of the Republic of Dagestan reported that the prosecutor's office of Makhachkala filed three statements of claim with the court on the obligation of vocational educational institutions to eliminate the identified violations of the law. The audit showed that minors could access extremist materials from the computers of these institutions. It is not clear from the prosecutor's report whether content filters were installed on the computers, but we assume that otherwise the prosecutor's office would have clearly indicated their absence.
On March 17, 2017, the prosecutor's office of the Kursk region reported that the district prosecutor's office had submitted a proposal to eliminate violations of the law to the director of the Intersettlement Library of the Rylsky district. In particular, computers were installed in it, from which readers could freely visit sites of extremist and terrorist nature, view and copy malicious materials. It is not clear from the prosecutor's report whether content filters were installed on the computers, but we assume that otherwise the prosecutor's office would have clearly indicated their absence.
On March 10, 2017, the prosecutor's office of the Yaroslavl region reported that the prosecutor's office of the Kirovsky district of Yaroslavl had made representations to five heads of educational institutions. Content filters installed on computers in these institutions did not block access to sites with musical works that were included in the Federal List of Extremist Materials.
On March 3, 2017, the prosecutor's office of the Republic of Altai reported that the prosecutor's office of the Ust-Kansky district made seven submissions to school principals to eliminate violations of the law. Content filters installed on school computers made it possible to visit pages with audio recordings of extremist content.
On March 1, 2017, the prosecutor's office of the Chelyabinsk region reported that the prosecutor's office of Miass had filed a motion to eliminate violations of the law on countering extremism against the director of the Miass Medical College. The reason was that the content filtering system installed on computers in the college library did not completely block access to prohibited materials.
On February 17, 2017, the prosecutor's office of the Krasnodar Territory announced that, based on the results of an audit by the prosecutor's office of the Karasunsky administrative district of Krasnodar, the court held liable under part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the law on the protection of children from information harmful to their health and (or) development) of the directors of the Krasnodar Pedagogical College and the Pashkovsky Agricultural College, fined 5 thousand rubles each. The audit showed that from the computers of educational institutions it was possible to access sites with materials included in the Federal List of Extremist Materials, as well as pornographic sites.
On January 31, 2017, the prosecutor's office of Karachay-Cherkessia reported that in the Urupsky district, submissions were made to the directors of secondary schools No. 1 and No. 2 of the village of Pregradnaya and the lyceum of the village of Mednogorsky to eliminate violations of the law. In these institutions, " the requirements of the regulations of the Government of the Russian Federation in terms of filtering the access of educational institutions connected to the Internet to exclude students from using Internet resources containing information incompatible with the tasks of education and upbringing were not observed. On January 9, 2017, the North-Western Transport Prosecutor's Office reported that the Novgorod Transport Prosecutor's Office found that the technical library at Novgorod station had free computer access to extremist materials. The prosecutor's office made a submission to the head of the October Center for Scientific and Technical Information and Libraries of the Center for Scientific and Technical Information and Libraries, a branch of Russian Railways, after which the violations were eliminated. The episode is included in our selection because the claims here are identical to the usual claims against schools. In addition, libraries are not educational institutions and are not included in the program for the mandatory installation of content filtering systems.
