Sanctions from prosecutors against heads of educational institutions for the lack of content filters. 2017

In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) supplied all Russian educational institutions with licensed software packages, which include a content filtering program for Internet access. Prosecutors began to punish local officials and school leaders for the lack of this program in schools. We have combined such cases into a single list, which will be updated over time.

In December 2017, the Bolshekamensk inter-district prosecutor's office of Primorsky Krai found that there were no content filters on the computers in the City Children's Library. The prosecutor ruled to initiate proceedings on an administrative offense under Part 2 of Art. 6.17 of the Code of Administrative Offenses (non-use by a person organizing access to information disseminated through information and telecommunication networks in places accessible to children, administrative and organizational measures, technical, software and hardware means of protecting children from information that is harmful to their health and (or) development). The library was fined 20,000 rubles.
In December 2017, the Prosecutor's Office of the Rivne district of the Saratov region announced that a content filtering system was not installed on the educational computers in one of the schools in the village of Kochetnoye. An administrative case was initiated against the educational institution under Part 2 of Art. 6.17 of the Code of Administrative Offenses (violation of legislation on the protection of children from information). The court ruled to fine the school for 20 thousand rubles.
In November 2017, the prosecutor's office of the Sovetsky district of Saratov found in one of the lyceums "access to prohibited sites" in the computer science room. The prosecutor's office went to the page "The Program of the United Patriotic Forces" Future Russia "", recognized as extremist by the decision of the Aleksandrovsky City Court of the Vladimir Region. The director was asked to correct the violations. Access to the material included in the list of extremist was closed. The guilty lyceum worker was fined.
In July 2017, the prosecutor's office of the Porkhov district of the Pskov region found that there was no site blocking system on the computer in the Porkhov Central District Library MBUK in the children's reading room, and there was free access to extremist sites. The prosecutor's office of the district made a submission demanding the immediate elimination of the identified violations of the law and punishment of those responsible.
In June 2017, the Yuzhnouralsk prosecutor’s office discovered that due to the lack of proper content filtering on the computers of the computer science classroom at three schools in the city, materials included in the Federal List of Extremist Materials are freely available to students. Based on the results of consideration of the prosecutor's office's submissions, violations in schools were eliminated, 3 guilty officials (informatics teachers) were brought to disciplinary responsibility.
In June 2017, during an inspection in a school in the village of Beloyarsk, the prosecutor's office of the Priuralsky district found access to websites in a computer lab "which contained information prohibited for distribution, included in the federal list of extremist materials." The prosecutor's office opened a case on an administrative offense under Part 2 of Article 6.17 of the Code of Administrative Offenses (non-use by a person organizing access to information disseminated through information and telecommunication networks in places accessible to children, administrative and organizational measures, technical, software and hardware to protect children from information harmful to their health). The magistrate of court district No. 4 of the city of Labytnangi fined the school for 20 thousand rubles. In addition, the prosecutor's office made a submission to the director of the school. As a result of the review of the document, access to prohibited information was limited, one official was brought to disciplinary responsibility.
In May 2017, the Prosecutor’s Office of the Ferzikovo District found free access to extremist materials in the computer science classrooms in Avchurinskaya, Brontsevskaya, Sashkinskaya, Aristovskaya, Bebelevskaya, Krasnogorodskaya, Koltsovskaya schools and the children’s library in the village of Ferzikovo.

Based on the results of the check, the district prosecutor's office initiated eight cases of an administrative offense under Part 2 of Art. 6.17 of the Code of Administrative Offenses (violation of the legislation of the Russian Federation on the protection of children from information harmful to their health and (or) development).

The Magistrate's Court of Judicial District No. 46 of the Kaluga District brought school leaders to administrative responsibility in the form of a warning.

In addition, the prosecutor submitted proposals to the leadership of educational institutions to eliminate violations, as a result of which measures were taken to restrict access to extremist materials.

In May 2017, the Prosecutor’s Office of the city of Salekhard, Yamalo-Nenets Autonomous Okrug, announced that during an audit it had found free Internet access on public computers at the Salekhard Youth Center. A submission was made to the institution, as a result of which 3 officials were brought to disciplinary responsibility.
In March 2017, the Prosecutor’s Office of the Novousmansky District of the Voronezh Region reported that during an inspection at least one of the district’s educational schools, a content filtering system was not installed on the classroom computers in the computer science class. Upon discovery of the violation, the prosecutor's office issued a presentation.
In March 2017, the prosecutor’s office of the Kurtamyshsky district of the Kurgan region found on computers in the Kurtamysh Agricultural College, a branch of the Federal State Budgetary Educational Institution of Higher Education “Kurgan State Agricultural Academy named after T.S. Maltsev" and the Kurtamysh branch of the Kurgan Pedagogical College on the computers of educational organizations, the possibility of unhindered access for students to download extremist articles. The district prosecutor's office made submissions on the elimination of violations of federal law, as a result of which two people were brought to disciplinary responsibility.
In January 2017, the Prosecutor’s Office of the Leninsky district of the city of Samara announced that during the audit it was found that at school No. 81, schoolchildren, when using computers, had free access to the Internet, not limited by the content filtering system. Based on the results of the check, the district prosecutor's office made a submission demanding that the violations be eliminated. The perpetrators have already been brought to administrative responsibility.
