
The Russian Ministry of Foreign Affairs has prepared a draft presidential decree, which will tighten sanctions against the DPRK. The corresponding document is published on the portal of legal information.
The project of the Presidential Decree provides for the termination of any scientific and technical cooperation with individuals or organizations of the DPRK “Excessions in the field of medicine”. At the same time, cooperation in the field of nuclear science, aerospace engineering and aviation equipment is possible with the approval of the UN Security Council Committee.
It is also planned to close the existing branches of the banks of the Russian Federation, which operate on the territory of the DPRK under the jurisdiction of Russia (except for those intended for the provision of humanitarian assistance), and the expulsion of those who work in the Russian Federation by name or on behalf of any financial institution of the DPRK.
In addition, North Korea is prohibited from the use of real estate owned or leased by Pyongyan in the territory of the Russian Federation for any purpose other than diplomatic or consular activities. The decree also provides for a restriction of the number of banking accounts of the DPRK citizens in one account for each diplomat accredited in Russia and an employee of the consulate.
The introduction of new sanctions is associated with a resolution of 2321 of the UN Security Council of November 30, 2016, which provides for the introduction of a number of restrictions on the DPRK in response to nuclear tests, as well as in accordance with the Federal Law of December 30, 2006.
