The former policeman from the city of Angarsk in the Irkutsk region Mikhail Popkov is much better known as the "Angarsk maniac." In 2015, he was sentenced to life for 22 murders, in January 2017 he admitted to another 59 murders-this is more than that of Andrei Chikatilo, the most famous serial killer in the history of Russia. Popkov killed for almost 20 years-from 1992 to 2010, including when he worked in the police. Sasha Sulim went to Angarsk to tell the history of the Hangars maniac's story.
