
On the morning of April 11, the Moscow Health Department announced joyful news: the average salary of metropolitan doctors in 2016 exceeded 87.3 thousand rubles. The head of the department Alexei Khripun reported this. “Compared to 2010, the salaries of doctors grew by 54%, and average medical personnel - by 37%,” the official added.
As the Department specified, last year the authorities spent 316.8 billion rubles on Moscow healthcare-8.7% more than in 2015.
This assessment of the average salary varies greatly with data available in open sources. So, for example, the Yandex.Plabetan aggregator contains 3591 vacancy in dozens of various medical specialties - with rare exceptions (such as implantologists, venereologists, proctologists), the average salary for about 60 thousand rubles or lower. A similar picture is given by another vacancy aggregator - “labor”, according to the calculations of the portal, the average salary of a doctor in Moscow is 60 thousand rubles.
The Russian television of Russia also conducted its survey on this occasion at the beginning of this year. The channel collected data on the salaries of doctors from their viewers in different regions. According to the OTR, the real salary of a doctor in Moscow is 43 thousand rubles (here, however, you need to make a discount that more status and highly paid doctors can less often watch TV and participate less often in such surveys).
The organizational secretary of the Interregional Trade Union of Health Workers, Andrei Konoval, also agrees that the assessments of the Health Department have been overstated. “The district therapist in Moscow is no more than 50 thousand for the bet, even taking into account incentive payments,” he assured the Insider.
According to Konoval, high indicators can occur for two reasons:
“Firstly, most doctors work with huge labor overloads, partially paid, sometimes take one and a half rates, or even two. In addition, during their main working hours, such employees can replace their colleagues - either temporarily absent, or simply at incomplete vacant rates - and receive a certain surcharge for the salary for this. If the local therapist, say, is reception in two areas, then usually the surcharge for the salary is 30%. But the statistics according to which the authorities report - it is approved for Rosstat - does not proceed from the calculation for a bet, but to an individual: the salary to the fund of this medical institution is divided into the number of doctors, the average medical staff, and the youngest by categories. And it turns out this overstated indicator.
In fact, this work is simply in abnormal conditions - with enormous physical wear, with a decrease and accessibility, and the quality of medical care, because the tired doctor, which is also distracted by filling out paper documentation, which huge mountains, cannot be available to patients. As a result, huge queues arise. He is objectively forced to devote less time to a specific patient.
The second point is, of course, the average salary does not reflect the situation for most doctors. There are huge salaries of representatives of the administrative apparatus. Even if, as it is now stated, the chief physicians are excluded from this statistics, we know cases when huge salaries of the administrative apparatus or just close to the main doctors were taken into account, who, incidentally, can also take medical rates (often fictitious). Ramps are not excluded, often relatives are arranged for administrative positions.
As a result, we get quite decent numbers. Although, when we try to analyze this situation not only in Moscow, but throughout the country, it is often not clear to us where this average indicator comes from, because even taking into account the factors that I called it, it seems to us that such numbers cannot be achieved with purely averaging. Some element of postscribes, it seems to us, takes place.
Often the administration of the institution consciously does not fill out all the vacant rates, because there is no guaranteed budget financing of the doctors wage fund, and this salary comes exactly from the money that this medical institution “earned” in accordance with the current rules. It receives a certain amount of services performed. As a result, the medical institution, while on a hungry ration, begins to save on free medicines, on examinations, including, of course, on wages. It is more profitable to pay 30% of the salary for an absent employee than 100% not only of salaries, but also wages with all compensation, stimulating allowances. Therefore, a targeted policy is being carried out to restrict employment, including by creating uncomfortable working conditions and low salaries. ”
