
Moscow Mayor Sergei Sobyanin signed a decree clarifying the procedure for taking into account the opinion of the population on the draft renovation program of an outdated housing stock. The document is published on the official website of the capital's city hall.
In accordance with the resolution, the vote of the apartments, not one of the owners or tenants under the social contract of which did not take part in the vote, are taken into account in proportion to the votes of the apartments that voted “for” and “against” the house in the renovation program.
“For example, residents of 30% of apartments took part in the vote: 15% -“ for ”, 15% -“ against ”. If the Voices of the Silents are dumped into one basket, we get the level of support for 85%. So to summarize the vote, frankly, the hand does not rise, ”the mayor said.
“In principle, this is correct. Similar standards for accounting for the votes of “Silents” apply in pension legislation and in the overhaul law. But what practice shows in our case. In the houses where the high appearance for the vote has developed, everything is clear: residents of either the pros or “against“ participation in the program, ”said Sobyanin.
