There were many high-profile stories in the career of General Feoktistov: the battle with the Ministry of Internal Affairs and the Federal Drug Control Service in the Three Whales' case, a successful confrontation with the heads of the anti-corruption department of the Ministry of Internal Affairs Boris Kolesnikov and Denis Sugrobov, the arrest of businessman Dmitry Mikhalchenko, who was called the “Governor of 24 hours”, contrasting the “NEMEN Governor ”-criminal authority to Vladimir Barsukov-Kumarin.

Another circumstance that forced Feoktistov in the summer of 2016 to move to Rosneft was the elevation of the new group of influence on Lubyanka. An important step in this process was the investigation of resonant criminal cases of smuggling, one of which is being held by Dmitry Mikhalchenko. The close associates of Mikhalchenko were arrested in the framework of several investigations at once - about the illegal import of alcohol into the country of alcohol, about theft during the restoration of the Ministry of Culture and fraud when working in the president’s residence. The materials of the affairs of smuggling are also mentioned by the FSB officers who could be related to illegal activities. These suspicions resulted in two checks, which the USB conducted from its colleagues in the FSB - in the economic security service (SEB). As a result, in June-July 2016, the head of the SEB Yuri Yakovlev and his subordinate, the head of the Department of “K” SEB FSB (are engaged in counterintelligence security of the credit and financial sphere), Viktor Voronin, left their posts.

Sergey Korolev, who had previously headed the FSB USB, became the new head of the SEB. Korolev’s positions in the special service are really strong: it was on his initiative, two sources on Lubyanka insisted, there was a move of the criminal case against the deputy head of the Center for Information Security (TSI) of the FSB, Colonel Sergey Mikhailov, senior officer of the 2nd department of the operational administration of Tsiba Dmitry Dokuchaev, as well as an employee of Kaspersky Lab and entrepreneur Georgy Fomchenkov, who were accused of Gosizman. Mikhailov was detained in early December 2016 at the College of the FSB: he was taken out of the hall with a bag on his head.

The reason, according to the two sources in the special services, is simply explained - this is an unquestioning diligence inherent in many “new Lubyansky” ones.
