What is happening is still incomprehensible, but judging by our information, the version of full-scale exercises looks a little more convincing than the version of the large-scale attack of “telephone terrorists”. The federal structures of the Ministry of Emergencies, the FSB and the Ministry of Internal Affairs do not clearly comment on what is happening.
