The request of Telegram Messenger LLP registered in the UK was sent on July 12, 2017. It contained a requirement to provide information on six numbers that, according to the special services, used “suspects of involvement in terrorist activities”. The names of the telephone owners are not indicated. On July 10, all six phones adopted separate secret court decisions that allowed to listen to conversations and control the correspondence.
The FSB gave the company a term until July 19. There was no answer, and on October 16, the peace of the Meshchansky district, Julia Danilchik, fined Telegram for 800 thousand rubles.
Two numbers from the letter of the FSB are registered with the brothers Abror and Azram Azimovs accused of organizing a terrorist attack in the metro station of St. Petersburg, as a result of which 16 people were killed. Both defendants are now in the Lefortovo pre -trial detention center. During the interrogations, they called two numbers belonging to them, which coincide with numbers from the request of the FSB. According to Abror Azimov, by these numbers he contacted the organizer of the Ahmad attack, a supporter of the Islamic State. However, Azimov indicated that he was not corresponding to Telegram, but on WhatsApp.
