Moskalkova asks to initiate torture in Chechnya

The Commissioner for Human Rights Tatyana Moskalkova will ask the leadership of the Investigative Committee to institute criminal proceedings on statements by Gaia Maxim Lapunov, who told about mockery in the Chechen prison, as well as provide him with state protection, RIA Novosti reports .

Moskalkova said that the decision to refuse to institute criminal proceedings was canceled, and the investigation is looking for witnesses that Lapunov spoke about. According to Moskalkova, they have not yet been found due to the insufficient activity of the investigation in this matter.

On October 16, Maxim Lapunov, who survived the torture in the Chechen "Secret Prison", spoke about his detention. Lapunov lived in Chechnya for two years. On March 16, 2017, he was detained by the Chechen security officials. It was kept in the basement for almost two weeks, which is supposedly owned by the criminal investigation department of the Ministry of Internal Affairs under the Czech Republic.

Lapunov was detained and tortured for the fact that he was gay, and demanded to surrender other gay familiar to him. According to Lapunov, he was accused of the fact that he, Russian, came to Chechnya to “spoil” Muslims. “Every 10-15 minutes they ran into the camera with screams and shouted that I was gay, that there were such as me,” said Lapunov.

According to Lapunov, the camera in which he was placed, "was simply flooded with blood." Lapunov also said that he was beaten with sticks on his arms and legs until he fell, after which they took a break and began to beat again.
