A call to the court, a daring report of Sberbank, accusations of ties with Navalny ... Sechin attacks influential forces from different sides and, possibly, from Putin's sanction

The head of Rosneft, Igor Sechin, has recently begun to encounter everything with a lot of troubles, which he is still not used to. This is also seen in numerous news, and this is the same in a conversation with NT by officials. Sechin himself provoked attacks on himself, notes a senior interlocutor. According to him, the head of the state -owned company chose a very aggressive style of behavior and eventually began to face active opposition, including from influential forces.

The prosecutor's office and the court

This week an unprecedented event occurred without exaggeration. The court decided to call Sechin to the process of ex-Minister of Economic Development Alexei Ulyukaev. Moreover, it was precisely the prosecutor's office, and not the defense side, petitioned for this.

The prosecutor recalled about Sichin, who is the main witness of the events incriminated by Ulyukaev, as if suddenly on the 15th court hearing. After the presentation of material evidence and the doubts expressed by the lawyer, the prosecutor asked the judge whether the agenda Sechin was heading. When the judge gave a negative answer, the prosecutor asked to send the agenda to the head of Rosneft, and this petition was immediately satisfied. Sechin does not have legal grounds to refuse an invitation.

Until now, Sechin's level officials have been extremely rarely in courts, if someone can generally be ranked to the level of the head of Rosneft. In 2010, the Minister of Industry Viktor Khristenko and the head of Sberbank German Gref showed in the second case of Yukos, and in 2009 the head of the UK Alexander Bastrykin came to the process of a bribe of his former subordinate. Finally, in 2006, Alexei Kudrin came to the process in the case of a former employee of the Ministry of Finance. All other attempts to call high officials to the court ended in failure. In particular, the court refused to lawyers Mikhail Khodorkovsky in a challenge to Sechin's process, which was also considered the interest of that case.

It is important that the call to the court was not the first trouble for Sechin from the prosecutor's office. In early September, the prosecutor publicly read out the dialogue of Sechin and Ulyukaev on the day when the ex-minister, according to the investigation, took a bribe. At the same time, the prosecutor identified the information that Sechin gave Ulyukaev a kind of “basket”, in which, as it turned out later, there was a sausage.

Sichin eventually had to explain to the prosecutor general Yuri Chaika. The interlocutor does not reveal the details of the conversation, but claims that she passed by phone, Sechin called himself

Judging by the public reaction of Sechin, he faded from such a development of events. “This is professional cretinism. There are things that should be closed from all sides and from all points of view. Even thoughts should not arise that this can be released! There is information containing GOSTain, ”he said to Kommersant, commenting on the actions of the prosecutor's office.

According to the informed interlocutor NT, Sichin eventually had to explain with the prosecutor general Yuri Chaika. The interlocutor does not reveal the details of the conversation, but claims that she passed on the phone (Sechin called himself) and the seagull was satisfied with the conversation.

Surprise from Sberbank

In mid -October, analysts of Sberbank investment departments were sent to customers, mostly English -speaking, a report, one of the chapters of which was devoted to the development prospects of Rosneft's business. The report did not immediately fall into the field of view of the media, but as soon as this happened, the scandal broke out. The report both in meaning and the formulations looked like a frank call.

The formulations look surprising. Sechin's dedicated company is called "Rosneft: we need to talk about Igor." Analysts, including analyzed the presentation of Rosneft and called some passages from it “Stalinist fairy tales”, the corporate slogan of Rosneft “For the benefit of Russia”, they mockingly appreciated as “Borat’s slogan”. Finally, the purchases of Rosneft of the icornies and silver spoons for a corporate helicopter are described as expenses “in the spirit of the good old Gazprom” (more in the NT material ).

The substantial part is a little better. It, in particular, refers to the disappointment of experts by the activities of the company: it was expected that it would be reduced by a decrease in debts, and instead it allocated $ 22 billion for acquisitions “without clear focus”. In general, the authors clearly lowly assessed the potential of the company, including stated that after 2019, the organic growth of Rosneft would leave much to be desired.

As in the case of a reaction to events around the process above Ulyukaev, Rosneft did not hide emotions in Rosneft. “There is a feeling that people who constituted a report are on the verge of pathology,” the reporter of the company Mikhail Leontyev commented on reporters to reporters.

As a result, Sberbank had to release a new report and admit that the old one had come out with violations. The most insulting formulations were removed from the new document, but the general meaning remained the same. For example, the phrase “The problem is that organic growth will be too slow to satisfy the ambitions of the general director” - replaced by “The problem is that organic growth will be too slow to satisfy the company's ambitions”.

Falls and marmots

I got into the center of attention of Sechin and in connection with new revelations. In early November, the results of the investigation of the International Consortium of Journalists-Dressers (ICIJ) and the Center for Corruption and Organized Crime (OCCRP) based on the results of information leakage from the offshore registrar, located on Bermuda Islands, were published. The data related to Sechin became the basis for the request of “Transpenser Internet - Russia” to the Prosecutor General.

According to journalists, the former wife of Sechin Marina received shares in several Russian companies, and in 2012 in her name on the Kaiman Islands registered S Holdings Ltd. The company was needed for the implementation of development projects of a foreign entrepreneur, Sechina was supposed to become an investor capable of investing tens of millions of euros, in a chain of offshore firms for the implementation of projects in Russia. The bewilderment of Transpenseri caused the origin of the funds to which Sechin could conduct business. In 2011, she, judging by the declaration of her husband, had no income at all.

Another scandal at the beginning of November was initiated by the ex-deputy of the State Duma, Ilya Ponomarev, living abroad. On the air of Echo of Moscow, he said that the information for the incriminating Prime Minister Dmitry Medvedev film “He is not Dimon” to his author, Alexei Navalny, was given by Sechin's people. The former head of the Rosneft Security Service Oleg Feoktistov, the former head of the Rosneft Security Service, said the information, the ex-deputy claimed. Feoktistov from Rosneft later left, returned to the FSB, however, he was fired from there. According to Ponomarev, this also happened due to the transfer of data to Navalny.

It is important that Ponomarev is not only a cursory oppositionist. He is considered close to the assistant of the president Vladislav Surkov. In the 1990s, both worked for Mikhail Khodorkovsky, and in the early 2010s, Ponomarev was an adviser to the president of the Skolkovo Foundation, whose activities were supervised by the Kremlin. When Ponomarev was kicked out of the State Duma, he publicly stated that he was not the true goal of the attack, but Surkov.

Ponomarev in Russia is not seriously perceived. But in this case, its interpretation is divided in the government. Prime Minister Dmitry Medvedev has long and well acquainted with the version of Sechin's involvement in the transfer of information for the Navalny film about him, the interlocutor NT is claimed to the Kremlin. The information sounded at Navalny has repeatedly appeared in a public field before the film “He is not Dimon”, and it seems that someone was promoted by someone very influential, the NT source notes. He also considers it likely that it was precisely the people close to Sichin.

Medvedev and Putin

The long -standing struggle between Medvedev and Sichin aggravated again, the interlocutor in the Kremlin agrees. Since the government headed Medvedev, the Cabinet of Ministers and Rosneft had many disagreements. The government and Sechin have been pulling each other for more than one year on the management of the oil and gas industry. Its official curator is the profile deputy prime minister Arkady Dvorkovich close to Medvedev, however, it was Sechin who became the responsible secretary of the presidential commission on the development strategy. The warring parties were different to the question of the privatization of Bashneft (Alexei Ulyukaev opposed the plans of the state-owned company), and to how to sell Rosneft shares.

President Vladimir Putin, without approving the unnecessarily aggressive style of Sechin, actually sided with his opponents. It was Putin who agreed with the arguments of the government and gave a sanction to conduct an open process over Ulyukaev, a person from the neighboring environment of the head of state admits.

Earlier, Putin was already besieging Sechin. So, during the conflict between Rosneft and the company AFK Sistema, he told reporters that he had met both parties to the conflict and expects that they would conclude a settlement agreement.

In general, everyone is waiting for what his numerous conflicts will end for Sechin, says a person close to the presidential administration. Medvedev will surely seek weakening the position of the opponent, and Putin’s reaction to this is difficult to predict.
