On December 4, 2017, it became known that an administrative case under Part 1 of Art. 20.3 of the Code of Administrative Offenses (public display of Nazi symbols). On the same day, Romanchev was fined 1,000 rubles.
As follows from the published materials, the offense was revealed by the detective of the CPE of the Ministry of Internal Affairs of Russia in the Murmansk region. He determined that an image containing Nazi symbols was published in the community. We are talking about a picture that depicts little men with a sickle and a hammer with a swastika instead of heads and the caption "We can repeat. 1941-1945", as well as a modern car, a smooth road and a comfortable hospital ward - with the captions "We cannot repeat." In the community "Murmansk accident emergency" this image illustrated the news under the heading "Russia was below Mongolia and Ethiopia in the world ranking of road quality."
The publication of the image with the swastika in this case did not pursue the goal of promoting Nazi ideology. However, unfortunately, Art. 20.3 of the Code of Administrative Offenses punishes any display of Nazi symbols, regardless of the context.
