In Buryatia and the Irkutsk region, Minis brought preliminary options for technical tasks for regional ecological assessment (REO) and assessing the environmental and social consequences (EIA and SP) projects of the PS “Schuren” and “Regulation of the Orkhon River and the Construction of the Reservoir complex”. First of all, to significantly reduce the hyperactivity of the Minis specialists who wanted to “carry out a REO and the EIA“ in one bottle ”(which, to put it mildly, cannot be done), and even in a year, and even with the parallel development of the feasibility study (which generally looked outrageous).
As a result, today we are talking about the preparation of only REO, the result of which can be the “zero option”, with the refusal of the construction of the hydroelectric power station. Minis promises to finalize documents taking into account the comments of Russian experts. We are waiting for the results in 2018.

For some reason, the statements of Russian officials always spin around the fact that Russia, they say, is ready to cover the upcoming energy deficit of Mongolia. But the hydroelectric power station in this country does not want to build for this, but to create their own maneuverable generation - the energy system, which is based on large coal TPPs, does not have a “hot reserve”. Можно долго спорить, насколько глубоко копнули ученые, насколько качественны их «качественные» оценки возможных воздействий. Но в любых переговорах Россия теперь может предъявлять конкретные научные данные, а не просто теории и оценочные суждения. И это дорогого стоит.

9 октября: Итог первого заседания российско-монгольской Рабочей группы — Монголия передала России предварительные варианты региональной экологической оценки (РЭО) района бассейна реки Селенга и озера Байкал в контексте проекта строительства ГЭС «Шурэн» и проектов развития гидроэнергетики и водоотвода «Орхон». Подгруппа из ученых «рассмотрит ТЗ по РЭО на проекты гидротехнических сооружений на водосборной территории реки Селенга, переданные монгольской стороной в ходе заседания Рабочей группы, до мая 2018 года».
Общественные организации и, прежде всего, международная коалиция «Реки без границ» и Бурятское региональное объединения по Байкалу (БРОБ), продолжали свою битву против монгольских ГЭС. И этот год для них выдался очень успешным. Собственно, и проведение общественных слушаний во многом стало возможным именно благодаря жесткой позиции, занятой общественниками и экологами еще несколько лет назад. В Бурятии на плечи БРОБ легла вся подготовительная работа с населением в районах. А глава этой организации Сергей Шапхаев модерировал и ряд самих слушаний.

Параллельно взаимодействию с MINIS и Всемирным банком, общественники следили и за судьбой самого крупного по мощности монгольского гидропроекта — ГЭС Эгийн-гол (315 МВт при высоте плотины в 103 метра). Эта станция не входит в программу MINIS, и ее, в отличие от «бумажных» проектов «Шурэн» и «Орхон — Гоби», уже начинали строить — на кредит от Китая. Но еще летом 2015 года линия объемом 1 млрд долларов была заморожена (как выяснилось в этом году, монголы деньги все-таки взяли, но на другие нужды). В апреле генсек Национальной торгово-промышленной палаты (ТПП) Монголии Энэбиш Оюунтэгш заявил , что именно Россия воспрепятствовала строительству этой ГЭС: «Мы вложили много денег, и уже готовы были строить и сдавать в эксплуатацию. Но из-за России, в общем-то, строительство приостановили».
На слушаниях в Бурятии члены делегации MINIS от ГЭС Эгийн-гол открещивались, но в неофициальных беседах подчеркивали, что денег на эту стройку в стране нет. При этом ряд событий, случившихся в этом году, свидетельствует о том, что станция остается в приоритетах монгольского правительства. Новый глава минэнерго Монголии в своем заявлении сразу после утверждения в должности заявил именно это. В отличие от других проектов ГЭС, по которым Россия и Монголия вроде бы договорились совместно работать (речь про исследования), напрямую влиять на решения по Эгийн-голу наша страна не может. Ни запретить, ни помешать — ничего.

Изящное, но, на наш взгляд, довольно утопичное решение предложили в ЮНЕСКО — провести совместную российско-монгольскую трансграничную стратегическую экологическую оценку (СЭО) для любых проектов в области гидроэнергетики и использования водных ресурсов, которые могут оказать потенциальное воздействие на озеро Байкал. Это было бы красиво, но, несмотря на поддержку российских Минприроды и МИДа, реальных сдвигов в обсуждении идеи пока не случилось. Хотя те же «Реки без границ» даже расписали структуру подобной СЭО. И разослали ее по всем потенциальным стейкхолдерам.
Более реальный путь — добиться, чтобы ГЭС Эгийн-гол была включена в обновленную РЭО, которая будет проводиться по ГЭС из программы MINIS. Академик Бычков считает, и с ним сложно не согласиться, что это логично — если уже изучать влияние гидроэнергетики, то на весь бассейн Селенги, а не на отдельные ее притоки в отдельности. «Исходя из общей концепции, подхода к проведению подобных работ, она должна учитывать последствия строительства всех возможных объектов в бассейне Селенги. Вероятное влияние всех трех гидроузлов должно быть оценено с одинаковых позиций. Невозможно провести региональную экологическую оценку только „Шурэна“ и „Орхона“, а потом сделать РЭО для „Эгийн-гола“. Это бессмысленно, как, скажем, начать возводить пятнадцатиэтажный дом и параллельно исследовать грунты, сейсмику и все остальное», — уверен академик. Что в итоге получится — увидим в новом году.
14 марта: «Широко разрекламированный проект строительства ГЭС на реке Эгийн-гол в Монголии, в бассейне крупнейшего притока Байкала — реки Селенги, уже внес весомый вклад в подрыв монгольской экономики, приблизив страну к дефолту. Об этом говорится в заявлении международной экологической коалиции „Реки без границ“. Тяга к гидротехническим мегапроектам не обеспечит энергетическую независимость Монголии, а, наоборот, окончательно обанкротит ее экономику и поставит под удар качество жизни всех ее жителей».
