Russian investments flowed in the United States long before relations between the countries once again deteriorated. “In the early 2000s, the entire Russian economy was like a venture business-a stick a stick, it will germinate,” the former vice-president of Sberbank Viktor Orlovsky, who is now managing the second fund in the valley, is nostalgic. Despite the severity of the moment, the valley continues to attract wealthy Russians.
