An appeal to the president “is emotional in nature,” he said to RBC. Earlier, 176 employees, almost 70% of the Moscow branch of the restoration center, expressed a votum of no confidence in Sergeyev. “As a result of Sergeyev’s activity and his entourage, an unbearable moral and psychological climate has developed in the center. There were persecution of objectionable employees working in the center for more than one decade. Such an attitude created a threat to the loss of experienced restorers ... ” - the letter says. One of the first Sergeev was fired by the deputy director for personnel management and administrative and economic work of the VHRC Elena Schurov: after its departure, the protests of the employees began. After a couple of months, people dropped their hands, because of all his promises, almost nothing was fulfilled. We constantly faced additional difficulties: for example, if there was no problem to go into the director’s office and solve some problem, now we have a job, a bunch of documents have accumulated on Saloguev’s signatures, he all the time showed alertness and distrust of us. We are used to the fact that the center is our second house, we usually resolved all issues together - it was customary to collect directors, to consider exhibition projects, large contracts. In short, we have a joint life.
This person solves all issues alone in the office behind closed doors. The selection of staff began, new people began to come, we did not even understand why, for what purpose, no one imagined us. The avalanche of new people who spread, like cockroaches, went. In fact, the internal raider seizure of the center took place: when they occupy a telegraph, a telephone, and you no longer understand what is happening at all. One of the meetings that we asked him to arrange, I asked: "Tell me honestly, do you trust your employees?" My question remained unanswered.

He intended to check the loyalty of employees and gained unhindered access to all rooms. When they came to me and demanded to provide personal data of employees, I stated that this could not be done.
On November 30, on the last working day of the director, when he ended the labor contract with the ministry, I called them and asked what to order. They say: the order to terminate the contract is located at Medinsky. We did not have illusions about the future and perfectly understood that they would most likely leave him for a new term. We simply issued the termination of this contract and were going to issue a new purpose after the order from the Ministry of Culture. It turned out that at that moment Sergeev Kuluarno prepared some kind of concept of development and re-profiling of our center and defended it on November 29 at a meeting in the Ministry of Culture.
Then everything went by a kaleidoscope: supposedly he presented a concept in which a change in the name is spelled out, the re -profiling of our center. The workers did not tell anything about this, about everything that will happen, we learned from social networks. Are we, experimental rabbits? Outraged people wrote the first open letter, at the same time I received a notification that I and the chief accountant were brought to disciplinary liability for the fact that we allegedly fired the director. I answer - we did not fire him, it was an ordinary personnel procedure. Medinsky, as it turned out, gave Sergeyev a trial period to make a road map of his concept of development of the center. If everything goes well, Medinsky gives him a new contract for five years.
At the same time, a campaign was going on against me - the new head of the personnel department accepted my vacation application, and then said that he was not in nature and that it was absenteeism. Quickly and quickly they began to shift me from office. I wrote a complaint and a statement to the labor inspection, and filed a lawsuit with a request to be reprimanded from the case. Colleagues called on Sergeyev to stop pressure against me, he even agreed. But on December 27, when I finished work, at 17 o’clock he called me - a new team is sitting in the office, the commission, as he called it, and two options for dismissal are laid in front of me - by agreement of the parties and under the article for walking.
Naturally, I replied that none of these options was satisfied, I got up and left. Nevertheless, he decided to dismiss me, colleagues arranged a protest of protest - they came to his office, said a lot of unpleasant words and said that they would not leave until he canceled his order.
He said: “Let me think for 2 hours,” he kept the people for several hours and at exactly 9 pm put an order for my dismissal, simply stepping over - in the literal and figurative sense - through people. Passing by, he said: "I do not change my decisions." Already on December 28, we wrote a new open letter, wrote to the State Duma to the Committee Govorukhin.

Each restoration workshop is specific, there is oil, temporal, there is ceramics. Any thing that comes to restoration requires a special approach and materials. Sometimes, if this is a difficult unique task, some new technique is required. As part of this work, it is necessary to solve the problems of supply, the safety of the thing, look for specialized equipment. Conducting contracts is also a difficult task, moreover, the center does not only fulfill state assignment, but also conducts entrepreneurial activities to make money. Sergeev is sitting in his office, in a year he did not even reach any restoration workshop, did not meet people. In their letter, the employees wrote that the directors do not see and he does not even know what we are doing.
For example, in a restoration workshop of furniture, it was necessary to make a headset: it was urgent to order additional inserts and details, conclude an agreement with partners. For Sergeyev, all the papers are waiting for the signatures for months, the contract has already closed, and so far these details have not been made and provided. How can you work?
The director brought a mess to the center, people were in a painful state, it got to the point that they simply went and bought restoration materials for their salary. Their salary is budgetary, according to the staffing table: due to state subsidies, the artist-restorer of the highest qualification of the first category, it is 21 thousand rubles. This money is enough for survival. We have a full -time schedule of 322 people - this is taking into account three branches: Vologda, Kostroma, Arkhangelsk. In total, about 150 restorers, and the rest - auxiliary departments, scientific, examination, they are all very important, and their salaries are also small.
The director prepared a new concept of development three days before it was submitted to the ministry - he collected consolidated diagram reports: new girls whom he scored and asked me to give them reports. In this concept, everything is upside down, even those spheres that are now developing in our center are written incorrectly. It feels an unprofessional approach even to definitions and concepts - for example, we have a “scientific restoration”, and in his document there is simply “restoration”. It also says about the reduction of the name of the center: now it is fashionable to reduce the names, but in fact there is no concept in this document. Of course, we were scared of “optimization”, “reduction”, “re -profiling”, “self -sufficiency”, we honestly hoped that this would not affect us. You always think that they will not touch me, it is on the next street. In the early 2000s, we already survived the raider seizure, our premises were on a large horde in the building of three churches, then the state transferred all the property of the Russian Orthodox Church.

We are aware of the threat to the center: if Sergeyev’s concept is approved and put for five years, people will not be able to work. Therefore, we made an open letter so that they would not be allowed to destroy our center. The main backbone of the team, 70% are opposed to the director.
