In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided all Russian schools with licensed software packages, which include a content filtering program for Internet access. As it turned out, this program does not cope with the task, which was found out as a result of prosecutorial checks throughout the country. It is quite obvious that the fault for the fact that schoolchildren, despite access filters, have the opportunity to visit neo-Nazi and other inappropriate sites from school computers, lies not only with schools that do not update software with the necessary regularity, but also with the Ministry of Education and Science, which has installed an insufficiently effective product. Note that not all items of the Federal List of Extremist Materials are designed in such a way that they can be used as a guide to action (sometimes, when it comes to a website, its address may not be displayed completely or even completely absent, and the titles of books and articles are given no output).
In addition, we cannot fail to note that the very idea of fighting extremism in schools with the help of filters seems wrong to us. Firstly, any filter can be bypassed if desired, and secondly, it is in principle impossible to compile an exhaustive list of addresses and keywords.
However, prosecutors everywhere and regularly punish local officials and school leaders for this. We believe that the Ministry of Education and Science should be responsible for the imperfection of the content filtering system, and the negligence of the leadership of schools that do not update the program is a problem of labor discipline rather than law enforcement. Similarly, we treat the claims of prosecutors to the leadership of educational institutions regarding access to resources from the Unified Register of Prohibited Sites - in cases where it is known that a school or university is trying to stop this access.

On December 29, 2018, the prosecutor's office of the Ulyanovsk region announced that it had submitted a proposal to the leadership of regional authorities to eliminate violations of the law in the regional Palace of Creativity for Children and Youth. One of the identified violations was that the palace authorities did not ensure " the proper use of a content filter that restricts access to prohibited information ," as a result of which minors had access to extremist materials, among other things. It is not entirely clear from the statement of the prosecutor's office whether a content filter was installed in this institution, however, we proceed from the fact that otherwise the prosecutor's office would have more clearly indicated its absence.
On December 18, 2018, it became known that in the Chelyabinsk region, the Miass City Court fined the Miass Geological Prospecting College 20 thousand rubles under Part 1 of Art. 6.17 of the Code of Administrative Offenses (violation of the established requirements for the distribution among children of information products containing information that is harmful to their health and (or) development). When accessing the Internet from the training computers, prosecutors conducted a selective search for resources included in the Federal List of Extremist Materials and gained access to the audio and video recordings of the Metal Corrosion group. On December 7, 2018, the Prosecutor’s Office of the Saratov Region announced that the court had satisfied the claim of the Prosecutor of the Dukhovnitsky District on the obligation of the secondary school in the village of Goryainovka to ensure the proper operation of the content filtering system and exclude access to extremist materials from the school. During the audit at the school, it was found that the content filter does not block access to articles included in the Federal List of Extremist Materials, which can be found using a search engine.
On November 29, 2018, the prosecutor's office of the Voronezh region reported that the prosecutor's office of the Central District of Voronezh had conducted an inspection in educational institutions. Among the revealed violations was the fact that from the computers of some of them it is possible to get access to extremist materials. Unfortunately, it is not clear in which institutions such violations were revealed, however, in general, based on the results of the audit, submissions were made to the leaders of the Voronezh State Medical University named after V.I. N. N. Burdenko, Voronezh State University, Voronezh State Forestry University. G. F. Morozov, Voronezh Institute of High Technologies and Automobile and Transport Institute. On November 28, 2018, the prosecutor's office of the Chuvash Republic reported that the prosecutor's office of the Leninsky district of Cheboksary had made submissions to eliminate violations of the law against the leaders of the Cheboksary College of Food Technology and Commerce, the Cheboksary College of Economics and Technology, and secondary school No. V. On November 1, 2018, the Prosecutor’s Office of the Tula Region reported that the Prosecutor’s Office of the Suvorov District had made representations to the directors of secondary educational schools No. 1 and 5 in the city of Suvorov, the Chekalin secondary educational school (education center) named after A.P. N. K. Anosova. One of the reasons for this was the fact that files included in the Federal List of Extremist Materials are "opened without hindrance" from computers in computer science classrooms and school libraries. On August 24, 2018, the Prosecutor’s Office of the Saratov Region announced that the court had satisfied the claim of the Prosecutor of the Kalininsky District against the Kalinin College of Agribusiness on imposing duties on ensuring the proper operation of the content filtering system that prevents access to materials that are incompatible with the tasks of educating and educating minors, and extremist materials.
