Police Vladimir against observers

Last night, the police detained two civil activists, Kirill Nikolenko and Kirill Ishutin, who distributed information With the appeal of people to become observers in the elections.

In our memory, there were no cases in the Vladimir region before, when the police were directly used against observers. Observation needs to identify offenses and crimes and law enforcement agencies must work with elections controllers in order to prevent these actions. The struggle against observers is equivalent to the struggle for election violations.

“It was after 22 hours. In ordinary days at that time, the police are not so easy to meet. To be honest, I understood that they could follow us. The patrol who detained us, met us on the road 7 before. But this does not mean that we must immediately run home and throw business. Kirill Nikolenko distributed information where people were called to participate in observation. We cannot be agitated. They do not intend to hide.

The situation was so. Cyril went to the entrance of the house, leave information leaflets there, I was waiting for him outside. Then the police patrol consisting of five people in uniform and one in civilian ( familiar to us by past detention ), who went to the entrance. The rest went to me. They told me that I am distributing campaign materials. I answered them that, as you can see, I stand still and waiting for a friend. When asked what for the materials I distribute who told them about this and on what grounds they are trying to detain me, they could not answer me. When Nikolenko returned with a police officer, they joyfully reported that they had found him at the time of distribution. To my question, what are campaign materials, they did not answer. After I repeated the essence of Art. 49 19-ФЗ “On the Elections of the President of the Russian Federation”, they were either silent, or stated that they had such work. The policeman, the first to come to me, said that there was nothing to worry, and if this is not agitation, then they will let us go right now and we will be able to continue our business. I laughed and informed him that no one would let us go, and they are used only for one purpose - to remove any pieces of paper from us. Police officers, and by this time they had gathered at least a dozen, did not even really try to deny that they did not look at the leaflets for which we were detained and did not understand the differences between agitmaterial from any other leaf. When I asked them why they were doing this, instead of looking for real criminals, they again insisted that they had such a job. I do not think that this is consistent with the Charter and the Police Law.

After us, they took the police station, where most of the time we were waiting for the witnesses. The representative of the law enforcement agencies with whom we stayed in the office constantly talked by the phone from which the phrases came: “We need to transfer the documents to them ...”, “They will need a video ...”, “They asked ...”. Who are these “they” are actually not difficult to guess. And naturally, the assurances that the patrol accidentally ran into us is a lie.

This story ended with the arrival of witnesses. Then we were quickly inspected and leaflets “be an observer”. After that, they released.

This is a serious situation, and it is terrible that the police are ready to comply with any orders from above. They are well aware of what they are doing, but continue to violate the law, because It is believed that the right to create lawlessness is vested with power. This is a long -pocket instrument of a group of crooks that pull all the juices from the country, and the police help them and protects them from honest citizens.

And regarding agitation, I can say that the police violate the electoral legislation. They do not have the right to intervene in the election struggle. But in the meantime, the orders of the associates of one candidate are executed, who now needs a turnout for which the elections will be falsified. And that is why they do not need observers in areas that will record illegal actions. We will not give the name of this candidate so as not to violate the law, but you already know it. ”
