Roskomnadzor published a draft new order on VPN blockers for the authorship of Boris Nidin, who was fired from the department last year and is under arrest on charges of fraud. The document is published on the state portal of draft regulatory acts.
A document called “On approval of the procedure for identifying information resources in order to take measures to limit access to information resources” will allow you to block the VPN and anonymizers, as well as legalize the blocking of millions of IP addresses as part of the fight against the Telegram messenger.
According to information in the published document, the draft order was created on March 6, 2018 by Boris Nadin, who previously headed the legal department of Roskomnadzor. However, since October 2017, he has been under house arrest on charges of fraud due to fraud with employees' salaries. This means that he cannot work and use the Internet. In addition, Nidin himself in court stated that he had already been dismissed from Roskomnadzor.
According to RBC, the lawyer of Odidin Arthur Bolshakov, the incident is explained by a technical error.
“Boris Nadin is under house arrest, does not communicate with anyone and does not work for Roskomnadzor,” the agency quotes a lawyer.
Roskomnadzor also denies the involvement of a unidine in the development of a document.
“The former head of the legal department of Roskomnadzor Boris Nidin has nothing to do with the development of the order posted on the website regulation.gov.ru. He created a file to write this order before leaving Roskomnadzor in October 2017. And this technical information remained in the properties of the file, ”RBC said in the press service of Roskomnadzor.
Recall that in the fraud case together with Boris Nadin, the press secretary of Roskomnadzor Vadim Ampelonsky and the head of the service apparatus Alexander Veselchakov are held. They are also under house arrest.
