Administrative cases under Art. 20.29 Code of Administrative Offences. July 2018

Due to the increase in the number of administrative cases under Art. 20.29 of the Code of Administrative Offenses (production and distribution of prohibited materials), we combine such cases into a single list for each month.

On July 31, 2018, it became known that in the Dinsky district of the Krasnodar Territory, the court fined a 22-year-old resident of the village of Novotitarovskaya. According to the case file, he published on his page on the social network a xenophobic audio recording included in the Federal List of Extremist Materials. The amount of the fine, unfortunately, is not reported.
On July 31, 2018, it became known that in the city of Kolpashevo, Tomsk Region, a court fined an 18-year-old resident of the village of Togur for 1,000 rubles. According to the case file, he published on his VKontakte page an audio recording included in the Federal List of Extremist Materials. Details, unfortunately, are not reported.
On July 31, 2018, it became known that in the Oktyabrsky district of the city of Saratov, the court fined a 29-year-old local resident for 1,000 rubles. On July 30, 2018, it became known that in the Rybnovsky district of the Ryazan region, the court fined two local residents. According to the case file, they published on their VKontakte pages audio recordings included in the Federal List of Extremist Materials. The court fined each of them 1,000 rubles.
On July 30, 2018, it became known that in Tambov, a court fined a 33-year-old resident of the Oktyabrsky district for 1,000 rubles. According to the materials of the case, he published on his page on VKontakte an audio recording included in the Federal List of Extremist Materials.
On July 30, 2018, it became known that in Lipetsk the court fined a 33-year-old local resident. According to the materials of the case, he published on his page on VKontakte an audio recording included in the Federal List of Extremist Materials. It is reported that the Lipchanin removed prohibited materials from the page.
On July 27, 2018, it became known that in Belgorod, the Sverdlovsky District Court fined a 20-year-old local resident 2.5 thousand rubles. According to the case file, he posted on his page on the social network a video included in the Federal List of Extremist Materials. It is also reported that the young man is suspected of desecrating the monument to Lenin: a criminal case has been initiated against him under Part 1 of Art. 214 of the Criminal Code (vandalism).
On July 27, 2018, it became known that in the Vologda Oblast, the Babaevsky District Court fined a resident of the Chagodoshchensky District for 1,000 rubles. According to the case file, he published on his social network page an audio recording included in the Federal List of Extremist Materials. It is reported that in the text of this audio recording "an opinion is expressed in a categorical form against various, including youth subcultures" .
On July 26, 2018, it became known that in Kostroma the court fined two local residents (22 and 29 years old). Each of them posted on their VKontakte page one of the videos, the texts of which are included in the Federal List of Extremist Materials under item 3012 .
On July 26, 2018, it became known that a Lipetsk court fined a 26-year-old local resident who published some xenophobic audio recordings included in the Federal List of Extremist Materials on his VKontakte page. The court fined the young man, and the prohibited materials were removed from his page. The amount of the fine, unfortunately, is not reported.
On July 25, 2018, it became known that in the city of Tikhoretsk, Krasnodar Territory, a court fined a 30-year-old local resident for posting on a social network some prohibited xenophobic videos and audio recordings included in the Federal List of Extremist Materials. Details, unfortunately, were not reported. Also, the young man was fined under Art. 20.3 of the Code of Administrative Offenses (propaganda and public display of Nazi symbols), since the video appeared to contain prohibited symbolism (see here for more details ).
On July 24, 2018, it became known that the Ukhta City Court of the Komi Republic fined a 39-year-old local resident for 2,500 rubles for posting a banned video on VKontakte. The decision of the court has already entered into force.
On July 24, 2018, it became known that in the Kalininsky district of the Tver region, a court fined a 24-year-old local resident for 1,000 rubles for posting banned leaflets on the landing. We are talking about the leaflet "Orthodoxy or death", which contained a message from a priest from the village of Ivankovo, Kimovsky district, Vasily Novikov, written shortly before his death (paragraph 2310 of the Federal List of Extremist Materials) and a leaflet with a prohibited image of a cartoon character with an ax in his hands with the caption "Take an ax - meet guests from the mountains "(paragraph 4138 of the Federal List of Extremist Materials ).
On July 24, 2018, it became known that in the Dukhovshchinsky district of the Smolensk region, a court fined a 28-year-old local resident for 3,000 rubles for publishing a certain banned audio clip. The young man fully admitted his guilt. Details, unfortunately, were not reported.
On July 23, 2018, the prosecutor's office of the city of Sochi, Krasnodar Territory, announced that a court had sentenced a 23-year-old local resident to 15 days of administrative arrest for posting a banned racist audio clip on a social network. Unfortunately no details were given. The reason for the imposition of such a severe punishment is unknown.
On July 20, 2018, the Prosecutor’s Office of the Ryazan Region reported that a 23-year-old resident of the village of Maly Studenets, Sasovsky District, was fined 1,000 rubles for publishing a banned song by the neo-Nazi group Kolovrat on a social network. We are talking about the song "Glory to Russia" (twice included in the Federal List of Extremist Materials item 2435 and item 2441). Recall that the group "Kolovrat" was founded in 1994 and since the beginning of its foundation, it has earned popularity among Russian neo-Nazis and nationalists. In 2004, the leader of the group, Denis Gerasimov, was tried , albeit unsuccessfully, to be convicted of racist propaganda in the Czech Republic. On November 4, 2009 and 2013, the group performed at the Russian Marches. In 2014, Gerasimov was detained in connection with a case of inciting ethnic hatred, but, as far as we know, no charges were brought against him. In 2015, the Kolovrat group announced the cessation of musical activity due to the fact that the police disrupt its concerts, and the sale of discs does not bring profit. In addition to the song "Glory to Russia", a number of songs and videos of the group are included in the Federal List of Extremist Materials ( 785-794 , item 963, item 1101 , item 1223-1252, item 1653 , , item 1904 , item 2201 item 2457 , item 2465, item 2466 , item 2468, item 2634, § 2654, § 2757, § 2782, § 2807, § 2811, § 2829, § 2893, § 2939, § 2946, § 2963, § 3003, § 3012 , 3038, 3090, 3106, 3190, 3197, 3214, 3608, 3609, 3611, 3687, 3749, 3760 , 3929, 3955 , 4240, 4394, 4419 ). We add that many songs are banned several times: sometimes we are talking about one composition that appears under different names, sometimes about videos with the same song, but with a different video sequence, and sometimes about simple repetitions.
On July 18, 2018, it became known that the Babaevsky District Court of the Vologda Oblast fined a local resident born in 1989 1,000 rubles for publishing a certain forbidden audio recording inciting ethnic hatred on VKontakte. Unfortunately, it is not reported which record is in question.
On July 17, 2018, the prosecutor's office of the Gorohovets district of the Vladimir region reported that a local resident was fined for posting a certain banned audio clip on the VKontakte social network. What kind of video is in question, it was not reported. The size of the fine is also not specified.
On July 11, 2018, it became known that the Oktyabrsky District Court of the city of Ryazan fined a local resident who was found guilty of publishing banned songs by the Kolovrat group on the social network: “No chance for Marxists”, “I hate communists” and “White Legion” (paras. 1248 , 1231 , and 4419 of the Federal List of Extremist Materials). The amount of the fine, unfortunately, is not reported. The Ryazan pleaded guilty.
On July 9, 2018, it became known that in the city of Orenburg, a court fined 1,000 rubles for a local resident who was found guilty of posting some banned songs on a social network. What kind of songs in question, unfortunately, was not reported.
On July 6, 2018, the Oktyabrsky District Court of the city of Orsk, Orenburg Region, announced that it had fined a local resident 2,000 rubles for posting certain banned audio clips from the Federal List of Extremist Materials on the VKontakte social network. Unfortunately, it was not reported which videos are in question.
On July 5, 2018, the Frunzensky District Court of the city of Ivanovo fined a local resident 1,000 rubles for posting a banned video on a social network. It is reported that the video was recognized as extremist by the decision of the Prikubansky District Court of the city of Krasnodar dated January 26, 2012. According to this decision, 9 racist videos were banned (paragraphs 1124-1132 of the Federal List of Extremist Materials ), including videos of neo-Nazi movements such as RNE, Slavic Union , Format-18.
On July 2, 2018, the Serdobsky City Court of the Penza Region announced that it had fined a 40-year-old local resident of 1,500 rubles, who was found guilty of posting a banned video on the VKontakte social network "The last interview of Primorsky partisans" (paragraph 1178 of the Federal List of Extremist Materials ) .
On July 2, 2018, the Prosecutor's Office of the city of Kurgan reported that the Kurgan City Court had fined a 30-year-old local resident 1,000 rubles, who was found guilty of publishing the banned racist pseudo-scientific film "The Curse of Turkey" on the social network "VKontakte" (paragraph 1590 of the Federal List of Extremist Materials ) .
