A student accused of inciting hatred against Russian military personnel is on trial in Grozny.

The accused, who is in the pre-trial detention center, was not provided with medical assistance, which nearly cost him his life.

On July 27, 2018, Novaya Gazeta reported that in pre-trial detention center No. 1 in Grozny, in a serious condition without medical care after surgery for purulent appendicitis is 24-year-old student Ibragim Yangulbaev, accused under Art. 282 of the Criminal Code (inciting social hatred). As a result interference of the Commissioner for Human Rights of the Russian Federation Tatyana Moskalkova Yangulbaev was urgently hospitalized.

According to Novaya Gazeta, Ibragim Yangulbaev, the son of a retired federal judge of the Supreme Court of Chechnya, is accused of inciting hatred against the social group "Russian servicemen", the case is being considered by the Zavodskoy District Court of Grozny. We do not have official data on the case, the depersonalized information contained in the card on the court's website, which falls on the corresponding surname, does not agree with media reports.

According to Novaya Gazeta, the reason for persecuting Yangulbaev was his publication on VKontakte of photographs of civilians (as Chechens and Russians) killed during the first and second Chechen campaigns.

According to the publication, " in the trial, which has been going on since April, the public prosecutor has not yet presented any evidence that these posts contain calls for incitement of enmity and hatred towards "Russian servicemen". Instead of of this state prosecutor Madina Baytayeva at almost every court session accused Ibragim Yangulbaev of criticizing the Chechen authorities. And also that Yangulbaev allegedly called on his page to hold actions in Chechnya protest similar to those carried out throughout Russia by Alexei Navalny .

We did not have the opportunity to see Yangulbaev's publications and cannot judge their content. However, the SOVA Center believes that Art. 282 of the Criminal Code should be directed to protection of only especially vulnerable social groups, to which military personnel do not concern, especially since they, among other representatives of the authorities, additionally protect other criminal articles. If the publications of Yangulbaev contained calls for unlawful actions against active servicemen, they could be classified as the composition of Art. 280 of the Criminal Code.
