Since August 22, the United States has again imposed new sanctions against Russia - this time for the poisoning of Sergei and Julia Skripaley. However, unlike the sanctions projects that are discussed in the Congress, in the issue of imposing and lifting sanctions for chemical weapons, President Trump will have almost complete independence.

• New sanctions are imposed on Russia in accordance with the 1991 American law on the control of chemical and biological weapons. It provides for two rounds of sanctions against the increase countries. First, trade and financial restrictions are applied. Now, as explained in the State Department, we are talking about the ban on export to Russia of dual -use electronics - that is, the one that can be used for military purposes (for example, aviation devices). In fact, almost all such exports were prohibited by the Obama administration, and the one that is not prohibited requires special permission. These restrictions will be introduced from August 22.
• The second round of sanctions may be much more painful. It occurs three months later, if the extension country does not comply with the requirements of the law (termination of the use of chemical weapons with appropriate guarantees, tolerance of international inspections). Then the president must introduce at least three of the six measures listed in the law: 1) the US vote against providing loans to the country with international banks; 2) a ban on lending to the government of the country by banks of the United States; 3) the ban on export to the country of any American goods; 4) a ban on imports from the country in the United States of any goods, except for food; 5) a decrease in the level or suspension of diplomatic relations; 6) a ban on air transportation to state airlines (in our case, Aeroflot).
• The ruble reacted to the sanctions instantly - immediately after the announcement, at about 22:00 Moscow time, the dollar exchange rate jumped at once at 50 kopecks, and after the opening of trading on the Moscow Exchange, the Russian currency continued the fall. • Unlike the sanctions laws adopted by Congress (this applies to the last year's Caatsa Law and the draft Senators Graham and Menendes, which is being discussed now), in the application of sanctions for the use of chemical weapons, President Trump will have maximum freedom of action. In the second round, the president himself can choose which three points out of six possible to introduce, stipulate exceptions (if it requires national security), and then cancel them on their own.
