Racism and xenophobia. Results of September 2018

In September 2018 from ideologically motivated attacks at least 5 people were injured in Moscow and the Tyumen region. From the beginning of 2018 from racist violence killed 3 people and injured or beaten 27 people. racist attacks were recorded in 7 regions of Russia.

On the pages of right-wing radicals in social networks was published threats against "traitors", including a video with a scene of cruel beatings. Movement Firstline Nevograd (movement of St. Petersburg neo-Nazis, allegedly led by Andrey Link) published a video with a young man lying on the ground covered in blood and being kicked. Signature says that the movement "found a rat": a beaten young man, "using his position in the company, leaked information ... and did things that were not allowed. In addition, various resources far-right published photos from personal data of law enforcement officers on duty at the actions, and prosecutors handling nationalist cases.

Public activity of the right in September was notable.

September 30th in Moscow, activists of the Nation and Freedom Committee (KNS) together with National Revolutionary Vanguard (NRA), Popular Resistance Association (ANS) and the National Organization of Russian Youth (NORM) held an action "in memory of the victims of ethnocrime”, speaking out against the migration policy in the Russian Federation. Promotion took place near the Oktyabrskoye Pole metro station, where in February 2016 tragedy - arriving from Uzbekistan, Gulchekhra Bobokulova killed a 4-year-old Anastasia Meshcheryakova and came to the subway with the severed head of a child. The nationalists set up portraits of people who died at the hands of visitors, laid flowers, lit lamps. With a short speech addressed to those present CNS associates Georgy Shishkov and Viktor Edelweiss, NRA coordinator Pavel Lebedyansky, NORM representative Ilya Donov. About 15 people participated. After At the end of the action, part of the KNS associates went to the Chistye Prudy metro station for the place of death of the Spartak fan Yegor Sviridov, where they also laid flowers.

September 3, 2018 Right bloc in Astrakhan held a picket "in support of political prisoners." ANS on "Day of National dignity" September 17, timed to coincide with the anniversary of the Pugachev uprising, held unsanctioned procession on one of the streets of Moscow. Four ANS activists stretched a banner with the inscription "For the Free People without the power of the masters", fireworks were lit and passed down the street, chanting “Razin! Bulavin! Pugachev", "Down, down, down with the Chekist system”, “Free, social, national”. On September 16, Moscow hosted "PUGACHEV-Fest", which brought together representatives from the regions.

Nationalists took participation in various protest actions against raising the retirement age. Members KNS in Moscow and St. Petersburg were at the actions held by Alexei Navalny 9 September, and ANS activists - in Moscow, Orel and Nizhny Novgorod.

Various groups nationalists participated in similar actions carried out by the Communist Party of the Russian Federation on September 2. Us known about the participation of members of the "Right-conservative platform" (project OD "Honor and freedom”), PDS NPSR (Permanent Conference national-patriotic forces of Russia), the movement "For Rus'" in events in 14 cities of Russia.

Right-wing radicals took part in action "Indefinite Protest", which began after the rallies of opponents of the increase retirement age on September 9 in Moscow and St. Petersburg. September 21 ANS activists in Moscow held one-man pickets near the offices of Channel One, OTR and Life in protest against the refusal of major media to cover the rallies opponents of raising the retirement age.

However, even at general protest actions nationalists are not able to overcome internal contradictions, which is inevitable results in denunciatory publications on social networks and open collisions. During the "Indefinite Protest" on September 29 in Moscow near the metro "Tretyakovskaya" activists of the ANS and the Right Bloc fought among themselves. Each of of the parties to the conflict accuses the other of the attack, and also, traditionally, of provocateurism and work for the special services.

IN elections, which took place on September 9 this year, planned to take part several Nationalist candidates. For the post of Governor of Khakassia Russian People's Union (ROS) Sergei Baburin was nominated by Ivan Mironov, which, however, could not overcome the municipal filter. Similar situation formed with another candidate from the ROS, Mikhail Butrimov, who was about to compete for the post of mayor of Moscow. Failed to take part in the elections and the leader group "Metal Corrosion" to Sergei Troitsky (Spider), no signatures in his support, he never applied for registration.

Accept participation in the elections was possible only for the founder of the ANS, Dmitry Karasev, who ran for city council the city of Shchekino (Tula region) in the multi-member constituency No. 1. However he lost the election, finishing last in the constituency.

In September, we know about one verdict, in Penza region, issued for religiously motivated violence. Total in In 2018, we know about 11 sentences against 46 people handed down in 10 regions for xenophobic and other ideologically motivated violence.

For xenophobic statements in September 2018, there were at least 12 convictions in 17 regions of the country against 20 people. Only in four cases can we say something about the materials attracted the attention of law enforcement. The first one is about videos. “Bogumil against Jehovah's Witnesses”, “Pop about Christianity. Short and clear and "Christianity is a sect of Judaism", directed against Jehovah's Witnesses, Christianity and Judaism. In another, about the antigypsy comments that residents Ust-Abakan was left under a post on VKontakte. In the third - about the reference to antisemitic article. And in the fourth - about videos with calls for jihad.

Total in 2018 in cases of racist speech at least 150 sentences were handed down against 157 people in 57 regions of the country. (We present data without explicitly wrongful sentences.)

During September, the Federal List of Extremist materials was replenished once (September 11), it included paragraphs. 4504-4507. The list was supplemented by an anti-Semitic video, a book by the nationalist poet Nikolai Bogolyubov "Russian Fire" with anti-Semitic statements, another book by the former chief editor of the newspaper Rus Pravoslavnaya Konstantin Dushenov, Limonov's newspaper The Other Cherepovets.

We know of 15 people who were were fined in August under Article 20.29 of the Code of Administrative Offenses (production and distribution prohibited materials). What was published most of those fined, we do not know. The rest were punished for publication on social networks of xenophobic songs popular among neo-Nazis group "Kolovrat". We know about 10 people punished under Article 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of prohibited organizations), 7 of them for demonstrating tattoos with Nazi symbols. One man fined for something then walked on street in a SS T-shirt. Two - for publications in social networks, in including the symbols of the ISIS organization banned in Russia.
