This week, Alexander Beglov replaced George Poltavchenko as the governor of St. Petersburg. Poltavchenko became the largest victim of the crisis of the Kremlin regional policy. According to the biographies of Poltavchenko and Beglov, they are similar as twins: both were born in Baku, both were familiar with Putin in St. Petersburg of the early 1990s and worked for a long time in the Kremlin, not being public politicians. But Alexander Beglov remained in the shadow much longer than his predecessor: the posts of the deputy head of the presidential administration and the envoy-first in the central, and then in the North-Western Federal District, were still the height of his political career. Unlike other Putin's friends in St. Petersburg, he did not make a big business and did not try himself as the head of the state corporation. Nevertheless, as The Bell found out, Beglov is part of the closest circle of the president, and his family members are already working in the administration of St. Petersburg.

Return Sobchak. Elections in St. Petersburg will take place in less than a year, and Ksenia Sobchak may well be competition for them. At least, the candidate from the opposition “Party of Changes” has already stated that it “does not exclude” her participation.

Among the leaders in outflow - Sberbank (minus $ 2.9 billion is 3.6%of customers in foreign currency), VTB ($ 2.6 billion - 5.6%) and Gazprombank ($ 1.1 billion - 5.2%). And this happened even before Kostin’s widely dispersed statement about a possible compulsory conversion of deposits, which was then also disavowed by the whole government. But in September, customers, according to various estimates, took another $ 1-2 billion from Sberbank.
Kostin’s “horror stories” about deposits and sanctions pursued a completely different goal-the head of VTB wanted to scare not the population, but the Central Bank and the government, two interlocutors of The Bell in the financial and economic bloc. The fact is that Kostin is actively lobbying for a delay in the introduction of more stringent requirements for the capital of banks, which should enter into force next year, but the Central Bank is categorically standing on his own (Vladimir Putin will be sorted out in this matter, Bloomberg writes ).
And those who are not afraid of deadllarization and sanctions should be used, while banks are trying to prevent the outflow of funds by raising rates on dollar deposits: in Sberbank, the rate increased by 0.65 percentage points, in VTB - by 0.45 pp, and Gazprombank even opened a new deposit in an income of 0.75 p.
