The Public Chamber of the Russian Federation discussed the problems of anti -extremist legislation and law enforcement

In the Public Chamber of the Russian Federation in Moscow, the All-Russian Forum "Religion in the context of the political and constitutional legal system of the Russian Federation" was held.

On October 16-17, 2018, the All-Russian Forum “Religion in the context of the political and constitutional legal system of the Russian Federation” was held in the Public Chamber of the Russian Federation in Moscow.

Participants in the section “Freedom of Conscience in the context of anti -Extremist legislation” (moderators - Oleg Goncharov, Lev Simkin and Alexander Verkhovsky) discussed the problems of discrimination in Russia of Muslims, Protestants and Jehovah's Witnesses, a number of terminological issues related to the concepts of “Religion”, “Freedom of Conscience”, “Sectus” and “Cult”, as well as proposals on the improvement of anti -extremist legislation and law enforcement.

A separate report was devoted to counteracting religious extremism in the practice of the European Court of Human Rights (ECHR). The author of the report - Gragor Pyupenk, member of the Expert Council of the OSCE BDCC for freedom of religion, criticized the position of the ECHR. The court, according to him, currently proceeds from the fact that "religion is a danger to the secular foundations of society" and may question the unity of civil society, which "should be based on non -religious values." That is why laws that “protect society from religion” (primarily in its radical forms) should act in the state. In addition, in a secular society, freedom of speech is much more important than freedom of conscience - and in controversial cases, the ECHR makes just such a choice.
