After the collapse of the USSR, 25 million Russian compatriots remained abroad, for which the homeland remained abroad overnight ... We pay special attention to the fact that the authorities of the countries of residence of compatriots were civilized. Concern is growing by the development of the situation in Ukraine, where people are in a complex, often threatening situation ... In the Baltic countries and a number of other states, persecution continues, and sometimes repressions regarding Russian -speaking activists ... Wherever our compatriots are, we will not regret efforts to protect them.
Grigory Karasin, Deputy Minister of Foreign Affairs of the Russian Federation. "The Fatherland calls"
More than ten million Germans live in two states located near our borders ... There can be no doubt that the political branch from the Reich should not lead to deprivation of their rights, or rather, the main law - to self -determination. For a world power, it is unbearable to realize that the race brothers who support her are subjected to severe persecution and torment for their desire to be along with the nation, to share her fate. The interests of the German Reich include the protection of these Germans who live along our borders, but cannot independently defend their political and spiritual freedom.
