Evkurov: The Constitutional Court of Ingushetia cannot cancel an agreement on the border with Chechnya

The competence of the Constitutional Court of Ingushetia in the issue of the legality of the agreement on the border with Chechnya should be verified by the Constitutional Court of the Russian Federation. According to Interfax, this was stated by the head of Ingushetia Yunus-Bek Evkurov.

“Information was received that the Constitutional Court of the region decided to cancel the law on the approval of an agreement on the establishment of a border between the Chechen Republic and the Republic of Ingushetia. You need to understand that today's decision does not cancel the agreement, it has entered into legal force, ”Yevkurov said.

“In order to avoid disagreements, unnecessary disputes and gossips both inside our republic and Chechnya, agreements between us, two subjects affecting the interests of both regions, should only be checked for compliance with the Russian Constitution and exclusively by the Constitutional Court of the Russian Federation,” the head of Ingushetia noted.

On Tuesday, the Constitutional Court of Ingushetia recognized the agreement on the establishment of the border with Chechnya to not corresponding to the constitution. The court ruled that the adopted law contradicts the three article of the Constitution: all power in Ingushetia belongs to the people, the state must maintain the territorial integrity of the republic, the change in borders is allowed taking into account the opinion of the population.

Since the agreement on the borders with Chechnya was adopted without a referendum, the adopted document “does not give rise to legal consequences” for authorities, according to court.

On September 26, the heads of Chechnya and Ingushetia Ramzan Kadyrov and Yunus-Bek Evkurov signed an agreement on the border between the republics. Chechnya received part of the Nadterier district of Ingushetia, and Ingushetia - the territory on the border with the Malgobek district.
