On December 6, 2018, it became known that in the city of Balashov, Saratov Region, the court stopped the criminal prosecution of 18-year-old local resident Vadim Lukashov and imposed a court fine of 10,000 rubles on him.
Lukashov was accused under Part 1 of Art. 282 of the Criminal Code (inciting national hatred). The reason for initiating the case was that from 2016 to 2017 a young man left comments “offending Caucasians” under the records of one of the groups on VKontakte. On his personal page, he also posted an audio recording "expressing hatred towards people from southern countries."
Recall that the practice of sending criminal cases by investigators to the court for their termination and the appointment of a criminal law measure in the form of a judicial fine to the accused was introduced into the legislation since July 2016. This criminal law institution is designed to enable people who have committed crimes of small and medium gravity for the first time and who have completely compensated for the harm caused by the crime in a legal way to avoid criminal liability.
