The prosecutor's office in the Chelyabinsk region found a swastika on a school cupboard and the inscription "A.U.E." at the ski base.
On November 26, 2018, it became known that in the Chelyabinsk region, the Katav-Ivanovskaya city prosecutor's office conducted an audit of compliance by schools and local governments with anti-extremism legislation. Violations were revealed at school No. 1 of Yuryuzan and at the ski base in the construction site.
The prosecutor's office found that a swastika was painted on the cabinet door at the school. In this regard, on November 19, the principal of the school was submitted a proposal to eliminate violations of the law. In addition, according to the department, a case was initiated against the responsible person - the deputy director - under Part 1 of Art. 20.3 of the Code of Administrative Offenses (public display of Nazi symbols). From the card on the website of the court it follows that the case was initiated against and. O. director of the school Anzhelika Perunkova, while its consideration, for unclear reasons, is scheduled only for January 19 next year.
At the ski base, the prosecutor's office found the inscriptions "A.U.E." A proposal to eliminate violations of the law was submitted to the head of the Katav-Ivanovsky district.
From our point of view, school leaders should not be held accountable under Art. 20.3 of the Code of Administrative Offenses. One way or another, it would be necessary to punish the student who drew the swastika, or, if he has not reached the age of bringing to administrative responsibility, his parents who made mistakes in the educational process; a sufficient measure of response in relation to the school would be a prosecutor's presentation. As for the A.U.E., we believe that although this ideology is focused on illegal activities and is conceptually incompatible with the realization of the constitutional rights of citizens, it is not political and is not aimed at changing the constitutional order. Therefore, activities to popularize this ideology should not be the subject of anti-extremist legal regulation.
On February 1, 2019, the Katav-Ivanovsky City Court terminated the proceedings in the case against Perunkova due to the absence of an administrative offense.
