Administrative cases under Art. 20.29 Code of Administrative Offences. January 2019

Due to the increase in the number of administrative cases under Art. 20.29 of the Code of Administrative Offenses (production and distribution of prohibited materials), we combine such cases into a single list for each month.

• On January 30, 2019, the Zarechensky City Court of Tula issued a ruling on bringing to administrative responsibility under Art. 20.29 Administrative Code of a local resident R. Kutepov. Details, unfortunately, were not reported.

• On January 29, 2019, the Pechenga District Court of the Murmansk Region fined Alexander Sheremet, born in 1990, a resident of the Nikel urban-type settlement, 2,000 rubles for posting some banned audio clips from the Federal List of Extremist Materials on the VKontakte social network. The recordings were reported to incite national and social hatred.

• On January 31, 2019, it became known that the Mozdok District Court of the Republic of North Ossetia-Alania fined a minor local resident for publishing some banned audio clips from the Federal List of Extremist Materials on a social network. Details, unfortunately, are unknown.

• On January 29, 2019, it became known that a court in Kostroma fined a blogger 1,000 rubles for publishing two banned videos from the Federal List of Extremist Materials on the VKontakte social network in 2014. According to the blogger, one of the videos concerns the riots on Manezhnaya Square in 2010. Unfortunately, the title of the material was not reported, but we can assume that it could be one of these three videos: "Manezhka Russian Patriots" (p. 2935 ), "Riots on Manezhnaya Square on 11.12.10" (p. 2494 ) or "Moscow 12/11/2010. Manezhnaya Square. Clip ..." (p. 2203 ). The second video posted by the blogger shows a rap battle between characters who look like Vladimir Putin and Adolf Hitler. Most likely, this refers to a video called "The Great Rap Battle - Putin vs. Hitler" (p. 4289 ). We consider the ban of this video unlawful (for more details, see here ).

• On January 28, 2019, it became known that in the Tver Region, the Penovsky District Court fined Yu. Bochkarev for 1,000 rubles for publishing banned audio recordings on his VKontakte page: “Sturm Rise – Russkaya Pravda” (paragraph 4062 of the Federal List of Extremist Materials ) ; "Unknown 88 - White Power Skinhead" (p. 4237 ); “Stolny Grad - We raise the banner” (p. 4367 ); "poisoned is My Struggle" (n. 4363 ); “poisoned - We are Russians” (p. 4362); "Stolny Grad - White World" (p. 4361 ).

• On January 28, 2019, it became known that in the Irkutsk Region, the Usolsky City Court fined A. Pchelkin 1,000 rubles for posting on his VKontakte page an image of a “cartoon character in a mask and holding an ax with the caption “Take an ax! Meet guests with mountains" (paragraphs 2001 and 4138 of the Federal List of Extremist Materials). It is also reported that during the meeting the man used the services of a sign language interpreter. Pchelkin was also fined under Art. 20.3 of the Code of Administrative Offenses.

• On January 26, 2019, it became known that in the Pskov Region, the Sebezhsky District Court fined a local resident who published on his social network page certain materials included in the Federal List of Extremist Materials.

• On January 25, 2019, the Odoevsky District Court of the Tula Region ruled in a case against a foreign citizen Danish Matiulla Aziz Akhmad. According to the case file, he posted a banned video on his page on the social network VKontakte, which was recognized as extremist by the decision of the Petrodvorets District Court of St. Petersburg on June 9, 2015. This is either about Timur Mutsuraev's song "Jerusalem" (item 3088 of the Federal List of Extremist Materials), or about his own composition "Hold on Russia, we are going" (item 3089 of the Federal List of Extremist Materials). Recall that these and several other compositions by a supporter of the separation of Chechnya from Russia, a participant in the first Chechen war on the part of the separatists T. Mutsuraev, were banned by decision of the Yurga City Court of the Kemerovo Region (paragraph 691 of the Federal List of Extremist Materials ); several more were added to the list (p. 2055) by the decision of the Kurgan city court of the Kurgan region, one more ( p. 2561) - by the decision of the Leninsky district court of Tyumen and one more (p. 2793) - by the decision of the Pervomaisky district court of Rostov-on - Don.

• On January 23, 2019, it became known that in the Vladimir Region, the Sobinsky City Court fined V. Zelenov for 1,000 rubles. According to the case file, he posted on his social media page a racist song by the Argentine group "Sex, Fight" (item 3894 of the Federal List of Extremist Materials ).

• On January 22, 2019, it became known that in the Republic of Mari El, a court fined a resident of Yoshkar-Ola who posted a video on his VKontakte page that was included in the Federal List of Extremist Materials.

• On January 18, 2019, it became known that in Nizhny Novgorod, the Prioksky District Court fined P. Shapaev. According to the materials of the case, on his page on VKontakte, he published a certain video included in the Federal List of Extremist Materials.

• On January 17, 2019, it became known that in Veliky Novgorod, a local resident K. was fined 1.5 thousand rubles. According to the case file, in the city center, in the parking lot of a shopping complex, he handed out books included in the Federal List of Extremist Materials to passers-by. What kind of literature in question, unfortunately, is not reported.

• On January 6, 2019, it became known that in the Chuvash Republic, the Novocheboksarsky City Court fined A. Mikhailov (born 2000) 1,000 rubles for posting a video with a swastika on his social network page.
• On January 4, 2019, it became known that in Omsk the Sovetsky District Court fined E. Naumenko 1,000 rubles for posting images with Nazi symbols on his VKontakte page.
